To create a new impetus towards the goal of sustainable development, Binh Duong has accelerated the construction progress of inter-provincial and inter-regional streets.

Connecting the Southeastern region

Belt road 3 passes through four localities of Ho Chi Minh city, Binh Duong, Dong Nai, and Long An. Binh Duong is the first province to have road sections under the belt roads 3 and 4 project in Ho Chi Minh City put into use. Nguyen Anh Minh, Director of provincial Department of Transport said that the Ring Road 3 of Ho Chi Minh City through Binh Duong is more than 26km long. The province was proactive to invest and put 15.3km into use (partially coinciding with My Phuoc - Tan Van expressway invested by Becamex IDC). As for the belt road 4 of Ho Chi Minh city, with about 48.3km passing through Binh Duong, the province has also put 26.6km into use.

For the remaining section of the belt road 3 in Ho Chi Minh city, the Prime Minister has just assigned Binh Duong more than VND 3.54 trillion in medium-term capital for the 2021-2025 period to implement the project. Provincial People's Committee has balanced capital to arrange enough for the project in the total investment through Binh Duong at more than VND 19.28trillion. Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee said: “The province is actively preparing for the belt road 3 project in Ho Chi Minh city in accordance with the Government's roadmap while  trying to mobilize maximum resources and propose the Government to provide a mechanism for the province to invest in completing other connected transport projects.

The belt road 3 project of Ho Chi Minh City through the province includes two projects: Component 5 project is the construction of belt road 3, including Tan Van intersection and Binh Goi bridge (the bridge over Saigon river connecting Binh Duong - Ho Chi Minh city); component 6 project is compensation, support and resettlement. In particular, the compensation and site clearance project accounts for the most capital with over VND 13.5 trillion in the total investment of 19,280 billion VND of the entire project through the province. Together with Ho Chi Minh city and other localities, Binh Duong is actively preparing to complete the rest of the belt road 3 and many other routes to increase regional connectivity.

To speed up the progress of the implementation of the project, right after Tet, Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation led a delegation to check the implementation progress of the belt road 3 project in Ho Chi Minh city in the area of ​​Thuan An city.

In Thuan An city, there are 758 cases of site clearance affected by belt road 3 project. It is estimated that about 206 cases are cleared and eligible for resettlement policy. Up to now, the People's Committees of communes and wards have handed over the first phase of land recovery notices to 430 cases. It is expected to complete the land acquisition notices for the remaining cases by the end of February 2023. The inventory of affected assets has been focused on implementation. So far, there have been 708 out of 758 cases affected by the project’s site clearance under inventory. The project’s Compensation Council has held many meetings to contribute ideas to ensure the legality, the land compensation price that is suitable for each area, location and type of land, striving to complete the certificate of land valuation and compensation for early appraisal and approval.

Resettlement for completely-cleared households is particularly focused on. Thuan An city has arranged resettlement areas: An Thanh in An Thanh ward, Binh Duc in Lai Thieu ward to support resettlement when land is recovered to help people stabilize their lives. Provincial leaders inspected and surveyed the reality of resettlement support for people in Binh Duc resettlement area. The resettlement area has a total area of ​​about 1.2 hectares with 85 resettlement sites, each from 61 square meters-95 square meters. Currently, Thuan An city’s People's Committee is setting up procedures to submit land price certificates for land allocation to resettled households.

Through the survey, provincial Party Committee Secretary acknowledged the efforts by Thuan An city in arranging resettlement areas to serve the site clearance of the belt road 3 project. He also requested implementation units to ensure that people whose land is acquired have a place to live, income and living conditions that are equal to or better than the old place of residence. Resettlement areas need to be invested with complete transport infrastructure, connecting schools, hospitals, markets... to ensure people's daily life. In addition, he requested the establishment of groups to record people's feedback to promptly remove; take people to the new place of residence, set up mobilization groups to create consensus so that people can feel secure to settle down in the new place. Provincial People's Committee directed to speed up the appraisal and approval of land prices for compensation and resettlement to quickly complete site clearance and start the project on April 30 ahead.

Bridges, roads connecting all directions

 

In late December 2022, Binh Duong and Tay Ninh provinces inaugurated and put the road and bridge connecting the two provinces in the territory of Dau Tieng district in Binh Duong province and Duong Minh Chau district in Tay Ninh province into use. The bridge over the Saigon River connecting Tay Ninh - Binh Duong has a scale of 6 lanes, is more than 330m long, with the road to Binh Duong at more than 377m long and the road to Tay Ninh at more than 92m long. The road connecting to the bridge on the Binh Duong side has a design speed of 80km per hour. In addition, there is a road for people living under the bridge designed with a speed of 20km per hour.

Nguyen Van Danh, Vice-Chairman of provincial People's Committee said: “The bridge and road connecting the two provinces of Binh Duong and Tay Ninh comes into operation, not only shortening the travel distance between the two provinces, but also helping transport goods and raw materials of the whole Southeast region quickly, economically and more conveniently connect with Long Thanh airport, Cai Mep - Thi Vai port, belt roads 3, 4 in Ho Chi Minh city, Ho Chi Minh road …".

Duong Van Thang, Vice-Chairman of Tay Ninh provincial People's Committee said: "There will be additional 3 bridges built, including Thanh An bridge on Ho Chi Minh road (under the Chon Thanh - Duc Hoa project) which has been approved by the Ministry of Transportation and is expected to start construction in 2023 and to be completed in 2025. Two other bridges have been agreed to build by Binh Duong and Tay Ninh provinces in the territory of Trang Bang town and Dau Tieng district.

In addition, the belt road 4 of Ho Chi Minh city through Binh Duong province has been invested over 50%. Currently, some sections of the belt road 4 of Ho Chi Minh city like the section through Ben Cat Town, connecting National Highway 13 and My Phuoc - Tan Van expressway are wide with many spacious lanes for vehicles and the two sides of the road of industrial, urban and service development are very busy.

Besides that, the province is speeding up the implementation of the expanded National Highway 13 project. National Highway 13 is not only the backbone of the provincial transport system, but also the arterial road connecting Ho Chi Minh city with Binh Phuoc province and the Central Highlands provinces. In the development strategy, the province has paid special attention to investment to promote the advantages of National Highway 13. The investment policy in the BOT project to upgrade and expand National Highway 13, with the section adjacent to Ho Chi Minh city to Thu Dau Mot city from 6 lanes to 8 lanes will contribute to creating additional new development space for the province.

For projects connecting the Southeastern region to be promoted to shorten the distance, reduce time for travelling and transporting goods, Binh Duong and Tay Ninh provinces will further coordinate to build additional 3 connecting bridges, bringing a total of six bridges connecting the two provinces. On average, there will be one bridge every 7km-10km.
In the coming time, when the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway is built, it together with the belt roads 3, 4 in Ho Chi Minh city, My Phuoc - Tan Van expressway, North Tan Uyen - Phu Giao road, Bau Bang road completes connection infrastructure, creating efficiency for socio-economic development in Binh Duong in particular and the Southeast region in general.
