Department of Natural Resources and Environment achieves many important results in 2019

In 2019, provincial Department of Natural Resources and Environment (DONRE) made great efforts to complete the annual plan and targets. In addition, the department did a good job advising Provincial People's Committee on policies related to natural resources and environment.

To strengthen land management fund

In 2019, DONRE performed compensation, supported resettlement for 17 projects, which were mainly handed over from 2018, including 7 works funded by the state budget and 10 projects funded by business capital.  For 7 works belonging to the state budget, the department disbursed capital according to the budget plan with the total amount of 391.39 billion VND, reaching 50.61% of the plan; for 10 projects funded by enterprise capital was 3,811 billion VND; land acquisition, inventory and finalization of compensation plans, evaluation of land price certificates... are in process.

Particularly for land acquisition, management and exploitation, the department is managing 10 land lots with a total area of 144,282.98m2, of which 4 land areas (clean land) were recovered, the remaining 6 lands are in the handling and recovering process according to regulations.

DONRE leaders said that in the year, the department completed the tasks assigned. Namely, DONRE advised Provincial People's Committee to approve the land use plan in 2019 and adjust land use planning until 2020 of 9 districts, towns and city; make adjustments and supplements to the district-level land use plan in 2019; strictly manage forest land, State-owned forestry farms. On the other hand, DONRE continued to carry out the handling procedure of agricultural and forestry land of War Zone D; performed land inventory and built up current status map in 2019, 5-year land price list in Binh Duong province (2020-2024).

At the same time, DONRE counseled to issue directives to accelerate the compensation and site clearance of works and projects in the province; evaluate compensation, support resettlement plan for 8 projects under the approval of Provincial People's Committee. DONRE also advised to issue land acquisition for 5 constructions and 8 projects; cooperated with other departments and agencies in determining the value of land use rights and assets attached to land in 95 cases; specific land valuation and price determination in criminal proceedings; and handled problems related to the specific land price determination for 163 cases...

Doing well the environmental protection

In 2019, DONRE held a meeting to evaluate the environmental impacts of 146 projects; approved 85 reports on environmental impact assessment (up 4.2%), 6 detailed environmental protection projects (down 83.3%), 27 environmental protection plans, 9 environmental recovery and restoration plans  (up 12.5% compared to 2018). In addition, the department inspected and confirmed the implementation of environmental protection works of 32 projects (down 46.4% compared to the previous year). Up to now, the department has confirmed the completion for 65/141 enterprises, reaching the rate of 46.1% (an increase of 1.1% compared to the plan).

During the year, the department checked and confirmed the completion of environmental protection scheme for 14 enterprises (up 7.7%), of which 6 enterprises were certified (down 57.1% compared to 2018); checked and confirmed data connection of automatic wastewater monitoring system for 22 enterprises. Up to now, the whole province has 92 waste sources that have installed wastewater automatic monitoring system and connected to the Central operating station; there are 8 waste sources that have installed emission automatic monitoring system and connected to Central operating station. The Department announced the wastewater automatic monitoring results  of the first quarter 2019, in which 18 wastewater sources were in excess of the permitted standards.

In addition, in the year, DONRE issued and reissued 245 hazardous waste source owner registration books (increased 23.6%), issued documents guiding 120 enterprises to amend the hazardous waste source owner registration (up 17.6% compared to 2018). The Department also reported on environmental monitoring results in Quarter 1st, 2nd, and 3rd of 2019 of 1,389 enterprises; hazardous waste management of 1,650 businesses in 2018.

In 2019, DONRE supervised the classification of domestic waste at 12 organizations and individuals along National Highway 13 and localities according to the plan of Provincial People's Committee, and submitted the summary of the pilot results of waste classification at source in the province in period 2017-2018, implementation plan in 2019. The Department also developed a plan to launch the movement "Against plastic waste" and enhance control of environmental pollution caused by using decomposed nylon bags in the province...
