In 2023, the volunteers serving the people and organizations at Binh Duong provincial Public Administration Center have contributed to spreading the positive image of the dynamic, friendly, and approachable provincial public administration center, in line with the set objectives, creating a comfortable mindset for the people and organizations when carrying out administrative procedures.

At the beginning of December 2023, we visited the provincial public administration center and received numerous commendations from the local residents regarding the volunteers here. Ms. Nguyen Hoang Lan, a representative of a business in Ben Cat town, expressed her deep impression with the volunteers' assistance and guidance to the public and businesses in accessing and utilizing information technology devices, utilities, services, and registering personal accounts on the National and Provincial Public Service Website. “They are very enthusiastic and dedicated in assisting the citizens and organizations, I am very satisfied," said Lan.

Volunteers are guiding the public and enterprises to prepare online documents

In 2023, through a survey of citizens and businesses on satisfaction with the volunteer team, 100% of citizens and businesses expressed satisfaction with the volunteer team, with over 90% of citizens and businesses highly satisfied with the support provided by the volunteer team during the digital transformation phase from paper to electronic records; 100% of personal opinions and organizations in the province believe that there is a need to organize more volunteer programs and expand them further at the district and commune levels. Regarding civil servants and officials from various departments and agencies, they have all rated the volunteer team positively through surveys and believe that the team should continue to be implemented in the near future to provide initial support for citizens and businesses in administrative procedures.

Since June 1, 2023, the provincial public administration center has collaborated with the provincial Youth Union to implement the activities of the Youth Volunteer Team to support citizens and businesses in carrying out online public services at level 3 and level 4 in the province. In total, there are 82 volunteers who are university and college students from both within and outside the province who have been selected to become volunteers at the center. In the 11 months of 2023, volunteers at the center conducted 2,597 shifts. The number of assistance and guidance provided to citizens and businesses in carrying out public services by the volunteers at the center is 49,423, including 8,540 guidance sessions on creating accounts on the National Public Service Portal, 14,032 online document submissions, 15,012 document scans, and 11,222 other forms of guidance such as obtaining queue numbers and locating workstations of departments and agencies.

Models to be expanded

Mr. Nguyen Hung Son, Deputy Director of the provincial Public Administration Center, stated that during the 11 months of 2023, with the dedicated guidance and support of the volunteer team in the implementation of administrative procedures and online public services, citizens and businesses have gradually become familiar with online public services, knowing how to use information technology devices, create accounts, and submit applications online. The preparation of complete citizen files, without the need for multiple supplements, reduces the waiting time for citizens when carrying out administrative procedures. The number of online public service files received by November 30, 2023, is 126,382, accounting for a high rate of 85.34% of the total files received and resolved. The number of online public service files received by departments and agencies on the provincial administrative procedure information system is 76,064, accounting for 60.19% of the total online public service files.

Ms. Tran Thi Diem Trinh, Secretary of the provincial Youth Union, recognizes that the Youth Volunteer Team supporting citizens and businesses in implementing online public services has contributed to spreading the positive image of the dynamic and friendly provincial administrative center, which is close to the people and businesses, in line with the set objectives. The volunteers have enthusiastically guided citizens and organizations in carrying out administrative procedures on the digital platform, creating a comfortable mindset for individuals and organizations when conducting administrative procedures at the center and gradually becoming familiar with the process of receiving, processing documents, and delivering results of administrative procedures on the digital platform, contributing to the promotion of electronic governance and digital government. The provincial youth union will replicate this model in the next phase to engage young people and local communities in the process of building a digital government, digital economy, and digital society.
