Efforts made in administrative reforms

Reporting at the meeting, Truong Cong Huy, Director of the Public Administration Center of Binh Duong province, said that he will implement the direction of the Government, the Prime Minister, the Government Office and the Department of Administrative Procedures Control on the reforms of administrative procedures towards digital transformation with many efforts overcoming difficulties and obstacles by the end of September 2023 based on the set of indicators for directing, operating and evaluating quality assessment of serving people and businesses in implementing administrative procedures and public services in real time in the electronic environment under Decision No. 766/QD-TTg of the Prime Minister (the Indicator Set 766) published on the National Public Service website, Binh Duong has achieved 73.4 out of 100 points to be ranked 17 out of 63 provinces and cities nationwide as good and 12 points lower than the first-class province (Ca Mau province which gained 85.4 points). Notably, the satisfaction index group from the province's people and businesses was 17.7/18 points.

The provincial Party Committee and People's Committee continuously promote administrative procedure reforms through issuing directives, programs and plans to organize and implement and achieve many positive results. The provincial Public Administration Center continues to promote efficiency in operations. All 9 districts, towns and cities have established public administrative service centers. The commune-level one-stop department is invested in modernity, improved quality of operations. Specifically, from 2022, 100% of the province's administrative procedures are eligible to provide online public services at level 3 and level 4. Binh Duong achieved remarkable results for having the index for 2 consecutive years. Provincial level governance and public administration efficiency (PAPI) ranked 2 over 63, Satisfaction Index (SIPAS) ranked 4 and Binh Duong reached Top 7 in strategic community for 3 consecutive years of building smart cities by the Intelligent Community Forum (ICF).

On analyzing and evaluating the indicators of Indicator Set 766 at the meeting, delegates clearly identified each achievement and problem of each specific task in administrative procedure reforms and digital transformation of Binh Duong. Accordingly, the province's key tasks that need to be improved from now until the end of the year are issues of publicity and transparency, online public services, online payments, and digitization and reuse of digitization results to achieve results. The target is 80 out of 100 points or more and is in the Top 10 in terms of implementation of Indicator Set 766, the index of administrative procedure reform oriented towards digital transformation.

Focus on solutions to strengthen administrative procedure reforms

It can be said that Indidcator Set 766 is a tool and method for provincial leaders, leaders of departments, branches, and localities at all levels of Binh Duong province to monitor, supervise and promptly grasp the bottlenecks in direction, implementation and results of 21 specific issues belonging to 5 key task groups in administrative procedure reforms associated with digital transformation in the current stage. Thereon, the province identified the specific responsibilities of each agency, unit, locality and each officer and civil servant in improving and enhancing the quality of service to people and businesses. The Indicator Set 766 is truly a measure of leadership, direction, administration and detailed assessment of the quality of service of each officer, civil servant and public employee to people and businesses in carrying out procedures of administration and public services in real time in the electronic environment.

At the meeting, Binh Duong province's leaders analyzed and pointed out 5 groups of indicators with many specific issues identified with subjective and objective causes and said they would assign specific responsibilities and key units for maintenance, coordination and time to complete each task. Specifically, the province will compile statistics on internal administrative procedures of State administrative agencies, propose plans to reduce and simplify groups of internal administrative procedures under the management of the provincial People's Committee with focus on priority in the fields of investment, construction, environment, land, finance. The review and development of regulations and processes are developed to handle interconnected administrative procedures, electronic forms (eForms) in the field of investment and resolve business proposals between State agencies and agencies. Party officials from the stage of giving policies and appraisals of departments, branches and localities are to implement the connection. At the same time, the province reviewed and restructured administrative procedures to reduce the information that must be declared on performing online public services, ensuring the goal of reducing the information that must be declared by at least 20%.

In addition, the province will deploy a list of full and partial online public services, online information provision services and qualified online public services that do not accept paper documents for the period from October 1, 2023 reaching the target of over 80% by the end of 2023. The rate of online public service records throughout the process and online public service records will be improved. The province ensures 100% of administrative procedures are built in eForms. Specifically, except for confidential documents, 100% of internal documents and records between State agencies are circulated online on the system.

The province will also complete the digitization of cadastral data and land, concentrating on key industries to connect, develop and share "true, sufficient, clean, live" data, analyze data and report to competent authorities to promptly direct solutions. In the immediate future, the provincial People's Committee will select 15-20 fields to digitize "true, sufficient, clean, live" data to serve the direction, administration and construction of smart cities.
