Education and Training improve the quality of staff to meet development requirements

In the four action programs of the 10th provincial Party Resolution, tenure 2015-2020, Education - Training sector (ET) has important role. Therefore, the sector developed its own program that corresponds to characteristics of the sector, including the project "Ensuring the human resource for education and training in the 2016-2020 period".

Improving the quality of teachers

To ET sector, personnel are the decisive factor to the quality of education. So in every stage, the sector has a plan to improve the quality of teachers and educational administrators. Previously, ET sector implemented the project "Building up a staff of teachers and educational administrators for the education and training sector from 2011 to 2015". Nguyen Hong Sang, Director of provincial Department of Education and Training, said: "After five years, most of the targets were met and exceeded requirements. It can be said that the majority of teachers, civil servants and employees of ET sector were devoted to the profession, had a high sense of responsibility, creativity and determination to train themselves to improve their capacity and expertise.

 

Teachers participate in training to improve teaching skills in preparation for the national high school. 

Indeed, as a province located in the southern key economic region, Binh Duong’s population growth is increasing rapidly, so school system has to grow to meet the demands. From that fact, teaching staff in general has also increased to meet the requirements. The quantity increase must still ensure quality. Therefore, teachers are constantly learning to improve their qualifications. The ratio of teachers, educational civil servants, and managers satisfying and exceeding standards has been increasing. Up to now, 100% officials of all educational levels and educational management units achieved the standard of higher education, of which the ratio of above standards is 88.50%. 93% management staff were trained in education management or achieved master degree of education management. The rate of qualified teachers is 99.84%, in which above-standards is 70.56%.

Meanwhile, new recruits every year also have higher standards. The recruitment is carried out annually in accordance with regulations on job positions, requirements on qualifications, training qualifications, training schools, stability and attachment to local authorities to reduce the waste between training and employment, as well as avoid training after recruitment to meet standards.

To keep improving

The project "Ensuring human resources for Education and Training for 2016-2020" was implemented in line with Resolution No.29 on fundamental and comprehensive renewal of education and training of the Party Central Committee, The Provincial Party Committee, Program No.20 of The Provincial Party Committee on improving the quality of leadership, management, scientific and technical staff and workers to meet development requirements of the province in the new period. The focus of the project was to renovate the management and improve the education and training quality of human resources to meet development requirements of the province in the period of industrialization and modernization. The target was to build and develop a staff of public servants and employees of ET sector in sufficient quantity, balance structure, with professional qualifications, actual capacity and enthusiasm with the job to meet task requirements.

According to estimates, due to the development of industrial parks in the province, the demand for learning at all educational and vocational levels would increase. Specifically, the forecast number of nursery teachers would be 3,332 people, 2,018primary- school teachers, secondary-school teachers would increase 2,354 people, and 503 high-school teachers. Based on the scheme, the sector shall have a plan for training, fostering and striving to attain the objectives at each educational level. According to the training schedule, by 2020-2021, the sector will give professional training to 5,094 people, education management training to 872 cases, political theory to 1,064 people. It is expected that by this school year, 100% staff would satisfy all standards; 63% nursery schools, 100%primary schools, 100% secondary schools, 90% secondary schools and 25% high school would exceed standards. In addition, the sector will give also training of political theory to affiliated units; training of education management to civil servants, leading officials, managers.
