Implementing the Politburo’s Instruction No.55/CT-TU and the provincial party committee’s plan 21/KH-TU on “strengthening the leadership of grassroot party committees for children protection and education”, children protection and education has been paid much attention by the local administration.
Good care and education will help children develop well.
Social bodies and agencies at all levels in cooperation with the Committee for Population, Family and Children at all levels have held activities for children. The activities include the movements of “all people take children to school”, “malnutrition control in children”, “Action month for children” and so on, mobilizing all sources to excel the work of children protection and education.The goal of taking care for children’s health and nutrition has been specially attention by the local health sector. At present, 89 out of 91 communes, wards and townships have reached national standards of healthcare. The work of free health check-up and treatment for children under 6 has been launched effectively.
Until now, 100% of children under 6 have been granted healthcare cards. Many poor children struggling with innate heart disease have enjoyed supports from local budget. In addition, the local administration has also mobilized mass bodies, donors to excel a project of heart surgery support for local children in the period of 2005-2010. As of the late 2009, the entire province had over 300 children enjoying heart surgery supports with the total cost of over VND15bil. The malnutrition rate of under-five- year-old children is expected to decrease by 14% in the late 2010.
In terms of education, the locality got national standards on primary universalization and illiteracy control in 1997. The province also got the national standard on junior secondary universalization in April, 2004. Localities across province have so far maintained goal of getting national standards on junior secondary universalization excellently. Moreover, targets of protecting children have been showed encouraging results.
However, the work of children protection and education remains shortcomings. Some localities lack awareness on responsibility of the work. And, policies of the work do not attract staff, owing to overload of work.
