This activity has contributed to improving the quality of goods and services, ensuring health safety, and enhancing the competitiveness of enterprises.
Conference on the dissemination and popularization of legal documents on standards for measurement and quality
The enhancement of law dissemination
To date, Vietnam has more than 80 national technical regulations, with the national standard system (TCVN) including over 13,000 standards. National standards and regulations are important benchmarks for production, business activities, and management, playing a significant role in improving product quality, ensuring health safety, enhancing competitiveness, and facilitating the international integration of enterprises.
In 2024, the Department of Standards - Measurement - Quality hosted 6 conferences to disseminate and popularize legal regulations with nearly 300 participants. Mrs. Bach Thi Minh Hien, Head of the Management Department of Nutifood Nutrition Food Joint Stock Company (Ben Cat city), stated that in the current context, businesses need to innovate in order to reach the global market. By participating in the conference on legal dissemination and popularization, businesses are guided on how to apply methods related to Standards, Measurement, and Quality for implementation in production, increasing labor productivity and product quality. According to a representative of Cheng Loong Binh Duong Paper Co., Ltd. (Ben Cat city), the conference on legal dissemination and popularization has updated general knowledge about measurement; disseminating legal normative documents, principles of product and goods quality management, standard systems; announcing compliance, labeling goods etc. to help enterprises enhance their competitiveness and international integration, and assists functional sectors in improving state management.
Mrs. Tran Ngoc Oanh, an official from the Economic Department of Thuan An city, stated that the propaganda and legal dissemination conferences provided comprehensive information on legal documents regarding Standards, Measurement, and Quality. Through the conferences, officials from the city's wards and communes were equipped with additional legal knowledge, serving as a basis to propagate and guide organizations and individuals to comply with legal regulations on Standards, Measurement, and Quality.
Mr. Ly Thai Hung, Head of the Department of Standards, Measurement, and Quality, stated that in the upcoming time, the department will continue to organize training classes, conferences, and seminars aimed at raising awareness among organizations, individuals, and businesses about Standards, Measurement, and Quality (ISO 37001, ISO 56000...); continue to implement resolutions and plans to assist businesses in improving productivity and quality, enhancing competitiveness, and integrating internationally.
Fine management of product quality and standard
Managing the standards and quality of products during production, circulation, and supply is an important task of regulatory agencies and enterprises to stabilize the market, timely detect and address violations, and protect the rights of consumers. Recently, the management of standards and product quality in the province has been actively implemented by the Sub-Department of Standards, Metrology, and Quality, creating a healthy and fair competitive business environment. Since the beginning of the year, the department has organized inspections of the quality of products and goods at 37 establishments producing and trading children's toys, steel, electrical and electronic devices, helmets, gold jewelry, and handicrafts. The inspection team collected 14 samples of goods for quality testing. As a result, the inspection team discovered that 1 sample of children's toys did not meet the corresponding technical standards and imposed an administrative fine on the violating establishment with an amount exceeding 5,545,500 VND.
Along with the state inspection activities on measurement and product quality, in order to alert consumers and relevant agencies at the local level, the Department of Standards, Measurement, and Quality has implemented a survey on product quality. This is one of the regular activities of the department to enhance the state management of the science and technology sector over the goods circulating in the province. Specifically, from the beginning of the year until now, the department has conducted surveys measuring the quality of 91 samples of gasoline and oil. As a result, 91 samples met the requirements for measurement and quality.
Mr. Ly Thai Hung stated that to improve the effectiveness of managing standards and product quality in production and circulation on the market, in the coming time, the Department of Standards, Measurement, and Quality will continue to take charge and coordinate with relevant authorities to inspect the quality of products and goods according to the annual plan. Concurrently, the department intensifies the inspection of the quality of products and goods circulating on the market. When goods showing signs of not ensuring quality are detected, the department will organize inspections or transfer information about the goods that show signs of violation to the relevant management agencies in that sector to review and carry out inspections and handling according to regulations.
Recently, the Department of Standards, Measurement, and Quality has advised the Department of Science and Technology to present to the Provincial Party Committee the plan to implement Directive No. 38-CT/TW dated July 30, 2024, of the Secretariat on enhancing national standards, measurement, and quality work until 2030 and in the following years. The plan states: Strengthen the training of human resources in the fields of Standards, Measurement, Quality, ensuring both quantity and quality; develop training, refresher, planning, and restructuring plans for the staff involved in Standards, Measurement, and Quality; train human resources to work in Standards, Measurement, and Quality.
