- Sir, what is your evaluation of State-owned enterprises’ contribution to the province development through the past time?

- Over the past years, the implementation of the leadership and direction of the provincial Party Committee and the provincial People's Committee, the State-owned enterprises directly under the provincial management have strongly been promoted with the pioneering role and become important tools of the Party and government. The province aims to concretize each step of industrialization and modernization of the province.

With a large scale of operations and multi-industry, in addition to the development of technical infrastructure as the main driving force to promote other professions, state-owned enterprises have also participated in the process of preservation and assurance of major balances of the province with important necessities such as petroleum, foods, pharmaceuticals, construction materials, industrial and domestic water supplying. In the meantime, such enterprises have created leverage to development of high quality services in the area such as education, healthcare, telecommunications, securities, finance, commerce and real estate.

- In implementation of Resolution No. 12-NQ/TW of the 5th plenum of the Party Central Committee of the 12th tenure on restructure, renovate and improve the efficiency of State enterprises, the province is to carry out the following tasks and solutions: Referring to the objectives and tasks of socio-economic development of the province to restructure, rationalize, consolidate and strengthen the administration and raise the performance of state-owned corporations under the province; to complete the reorganization and renewal work under the Prime Minister's Decision No. 58/2016/QD-TTg dated December 28, 2016 on criteria for classification of State enterprises, State-owned enterprises and lists State-owned enterprises arrange for the period of 2016-2020.

- What have private economic sector contributed to the general development of the province, sir?

To implement the Party's policy on developing a multi-sectoral socialist economy, especially since the time when the the Resolution No. 14-NQ / TW (of the 9th tenure) on continual reforms of the policies and encouraging and facilitating the development of private economy, thanks to the attention of leaders and leaders of the Party committees and authorities, the private sector in Binh Duong has clearly been developed and made increasingly important contribution to the overall development of the province. Specifically, the number of enterprises in the province is rapidly increasing in both quantity and registered capital. By December 31, 2016, the province has 25,671 enterprises, with a total registered capital of 190,676 billion; on average, more than 2,000 registered enterprises are established each year. Of which, the domestic private sector occupies over 86% of the total number of enterprises operating in the area, mainly small and medium enterprises.

The domestic private economic sector is accounted for over 31% of total investment capital, 44% of total production and business capital, over 36% of total fixed assets and 43.97% of total net revenue of enterprises operating in the provincial economy. In addition, the domestic private economic sector has contributed more than 42.5% of total local budget revenue and created jobs for 53.69% of the total labor force in the province.

In terms of industry, the sector is accounted for over 32% of the province's industrial production value, and contributes significantly to the production of key industrial products such as construction materials (99%), foods, synthetic fibers (52%), shoes (57%), and furniture (46%). In terms of services, the private sector accounted for 22.1% of total retail sales and services, accounting for 47% of total logistics turnover over 90% of total volume and over 80% of the total number of passengers transported in the area.

The province has an economic structure in which industry and services are accounted for more than 95% of GRDP in the locality. With the contribution of the private sector as mentioned above, this area has become an important driving force in the process of industrialization, modernization and restructuring of the province.
