The Union of Science and Technology Associations of Binh Duong province is a political and social organization of science and technology in the province, operating with 5 main groups of tasks. The reporter of Binh Duong Newspaper had an interview with Nguyen Xuan Ngan, Standing Deputy Chairman of the Union about the mission and silent contributions of this organization into the development of the province.

- Please inform us the major tasks of the Union, sir?

- The Union of Science and Technology Associations of Binh Duong Province is a political and social organization of the provincial science and technology, operating with 5 main groups of tasks, including consultancy, assessment and social criticism; gathering and linking the contingent of intellectuals and scientists; propagating and disseminating scientific and technological knowledge; conducting scientific and technological research, environmental protection and organizing competitions and contests on science and technology innovation to find and attract young talents; thereby, fostering them to become an excellent human resource for the province. In particular, the work of consultancy, assessment and social criticism is one of the core tasks that the Union is assigned by the provincial authority.

- Sir, please be more specific about consultancy, assessment and social criticism.

- Consultancy, assessment and social criticism is one of the important tasks and also the strength of the Union. Since its establishment and operation, the Union has advised Binh Duong provincial People's Committee to issue many decisions in accordance with scientific practice. Thereby, it contributes to promote socio-economic development of the province. Specifically, on a scientific basis, the Union coordinates with Department of Planning and Investment and many functional branches to advise and propose to the province many matters related to policies and guidelines of the province. In particular, the evaluation and selection of complex, key, and multi-disciplinary groups of topics and projects all have the close participation of the Union. Since 2016, the Union and its member associations have been assigned by the provincial authority to criticize hundreds of major projects, programs and plans; to organize for intellectuals to comment on draft documents of the Party Congress at all levels; to participate in the appraisal council for projects and investment policies of the province. The comments, advice and criticism provided by the Union and its member associations have provided more arguments for the provincial leaders to propose appropriate policies and guidelines to be implemented in real life for practical results.

- Sir, please inform us of the effectiveness of the contest of science and technology?

- The organization of science and technology innovation contests is one of the major policies of the province to attract and stimulate creativity among people, especially students and teenagers. In addition to coordination to organize many creative contests in the province, the Union is currently assigned by Binh Duong provincial People's Committee to organize the annual Technical Innovation Contest and Binh Duong provincial Youth Innovation Contest every 2 years. After many years of implementation, the annual Technical Innovation Contest and Creative Contest for teenagers and children were successfully organized by the Union. The quality and practical applicability of ideas, themes and products of the following year are higher than that of the previous year. The happier outcome is that the contests have attracted the attention and participation of many classes of people, especially students and teenagers. Thereon, it promotes the technically creative labor movement of the contingent of intellectuals, scientists and students; at the same time, encouraging people in the province to actively do researches and effectively apply technical solutions to production and life, contributing to socio-economic development. Up to now, through the contests, the province has discovered and fostered many talents to become startups with great potential in the market.

- Sir, please inform us some results achieved by the Union in the past time?

- Up to now, the Union and its member associations have gathered more and more intellectual forces of the province in many different fields of activity to develop science and technology, contributing to socio-economic development promotion of the province. By the beginning of 2021, the Union had gathered 18 member associations, 2 affiliated units, and 2 fitness clubs to serve and take care of the people's health with a total of 20,053 members. The strong development of the Union organization and its member associations in recent years has contributed to promoting the development of scientific research and technology development activities and technology application in production and life and environmental protection, well performing the task of propagating and disseminating knowledge to take care of people's health and to maintain the organization of creative contests for teenagers along with provincial technical creativity contests to discover, encourage, help and foster creative talents of the province's youth.

- What are developmental orientations of the Union for the time to come, sir?

- In the spirit of "Solidarity-Intellection-Innovation-Development", the Union strives to become a socio-political organization of a strong intellectual contingent to play a pivotal role in gathering, uniting and promoting creativity to make science and technology a driving force for socio-economic development under the decision to build Binh Duong into a smart, civilized and modern city, taking science, technology and people at the center of such development.
