Implementing well the interconnecting one-stop system

PPC issued Official Letter No. 2480/UBND-NC dated July 24th 2015 to implement Decision 09/2015/QD-TTg of the Prime Minister on the implementation of interconnecting one-stop system in governmental administrative agencies at localities.

The official letter stated, to implement seriously, completely, uniformly, effectively the interconnecting one-stop system, leaders of sectors, agencies, People's Committees of districts, town and city were directed to perform well following contents: reviewing regulations, the arrangement of receiving and returning files division to implement seriously Decision 09 and PPC’s project. Chairmen of People's Committees of districts, town and city directed projects applying one-stop system at receiving and returning files division at communal level, were responsible to PPC’s Chairman for administrative procedures solving with one-stop system of agencies, units and localities.

The interconnecting one-stop system of the province has drawn attention of many other provincies.

PPC’s Chairman Tran Van Nam directed Department of Home Affairs to review and advise PPC to better provincial regulations on the implementation of one-stop system; instructed sectors, agencies, People's Committees of districts, town and city to adjust records, forms, processes, and issues related to administrative procedures solving according to Decision No. 09 of the Prime Minister. Provincial Department of Home Affairs was responsible for coordinating with relevant agencies, localities to execute the interconnecting one-stop system project at provincial and district level; developed Public Administration Center’s regulations in accordance with the Central’s provisions and local actual conditions.

Mr. Tran Van Nam also asked sectors, agencies to frequently monitor the implementation of assigned tasks to enhance the effectiveness of one-stop system; give training to civil servants of receiving and returning files division. PPC’s Chairman directed Department of Information and Communications in collaboration with Department of Home Affairs to implement information technology applying projects at Public Administration Center and district receiving and returning files divisions; upgrade software, IT equipment to ensure the connection between localities and agencies in the province.

Mr. Tran Van Nam also directed Department of Information and Communications, Department of Home Affairs, Binh Duong Newspaper, Binh Duong Radio and Television to enhance propaganda of changes in Decision 09, administrative reform, the implementation of one-stop system to ensure openness, transparency and consensus among people.
