Information and communication sector’s role continually affirmed

In the past years, the information and communication sector of Binh Duong province has made various contributions to the cause of socio-economic development and assurance of national defense-security in the province.

Information and dissemination boosted

Mr. Lai Xuan Thanh, Director of Department of Information and Communication, informed that local press agencies, so as to service political duties and develop the society and economy, have well played their roles. Up to date, the province has 7 press agencies along with 25 bulletins, 25 websites of general information, 5 representative offices, 9 district radio stations and 91 commune radio stations covering 100% of residential hamlets and quarters.

For the past time, press activities in the province have been developed by orientation. By directive documents of information dissemination of Ministry of Information and Communication, Binh Duong provincial Committee of Propaganda and Education, People’s Committee, and Department of Information and Communication have timely launched guidance for the press agencies to follow during their work on information and local information dissemination. The information dissemination on comprehensive social, economic, cultural, political, defensive, and security status has been enhanced in terms of forms and contents in line with orientation.

Twenty five websites have been locally licensed for operations. Those websites have contributed to the timely and fast dissemination of information to the people including directive information, policies, encouragement, investment sites, and projects of inviting investment. To ensure that information dissemination is up to the orientation, the supervising team of internet and social networks of Department of Information and Communication has been on regular checks of information about Binh Duong province on such environments. Accordingly, actions and measures have been righteously made to correct the operations of those general information websites.

IT application promoted

For the past time, local Department of Information and Communication has creatively reformed IT application in constructing e-government and other activities and tasks along side with orienting press agencies to promote information dissemination that is beneficial to local political tasks.

According to Mr. Lai Xuan Thanh, IT technical infrastructures have basically been completed to meet the needs for launching IT applications in the province. Local authorities have boosted their investments into IT equipment by the Department’s guidance, assuring that their staffs have good conditions to operate universal applications of the province such as one-stop-shop software, document management software, television conference, etc.

The provincial website and data center have been stably operating thanks to various upgrading projects. National database has been gradually established in land management, enterprise database management by Department of Planning and Investment, planning information management by Department of Construction, database management system of industry and trade, data and information management of medical sector (HIS), information system of education and training management, and so on.

Up to date, the ratio of agencies implementing connection and interconnection of document management software has reached 100% with 256 agencies and units and 8,000 users in the province. The information interconnection has been upgraded by the Department of Information and Communication to ensure 4-level connection level by the government direction. The tasks under guidance of Decision No. 28/2018/QD-TTg of the Prime Minister on sending and receiving electronic documents among agencies of State’s managing system has been fulfilled for use.

Under statistical data of the government website, nearly 700,000 documents have been averagely exchanged among agencies and units in the province. Digital signature is applied to the process of transferring and exchanging electronic documents at 78 percent. One-stop-shop electronic software has implemented to communal level, supplying utilities and dossier processing tools with status response through OTT applications, assisting locals and enterprises to check for information. Online conference system has been invested to service the direction and demands at all levels. Professional applications of natural resources and environment (ViLIS) and tax have been interconnected to help officers process the dossiers faster and more convenient.

Public service portal of the province has been early constructed and on constant upgrade to meet the technical criteria of the government in terms of connection and synchronization to some functions of national information portal. Under ranking of Ministry of Information and Communication on general rate of IT application of provinces and cities under central government in 2019, Binh Duong province still holds the 4th place against 63 national provinces and cities. Up to date, 1,097 rate-3 and rate-4 public services have been supplied by the unit on provincial website (339 for rate-3 and 755 for rate-4) gaining the rate of 55.8% (1,094 out of 1,959 procedures). In Q3-2020, it is expected that the public will be serviced by online payment channels to promote high-rate public services.

The achievements of local information and communication sector have contributed to the general development of the province. According to Mr. Lai Xuan Thanh, despite difficulties ahead, the sector will be powered by all-out efforts for the success of assignments and construction of e-government of the province, creating foundation for Binh Duong to emerge in the process of implementing a smart city across the province for the time to come.
