Integrated one-stop shop to be boosted

At the recent governmental online conference on promotion of reforms of administrative procedures, public policies, and cadres, Binh Duong Province was evaluated as a locality of strong commanding for great achievements in administrative reforms.

At the conference, Ministry of Home Affairs reported good implementation, dissemination, and inspection of administrative procedure reforms and simplification by the government, ministries, central and local agencies. The results on reforms of institutions and refinement of functionalities, duties, and organization of State’s administrative agencies were particularly gained. The licensing activities for businesses, customs, tax authorities, cadestry, and social insurance have achieved great outcomes thanks to the implementation of integrated one-stop shop in administrative procedure reforms. Particularly in Binh Duong Province, the promotion of administrative procedure reforms has been strongly commanded by local People’s Committee to gained great achievements. The local People’s Committee has also timely issued working regulations, planned for and allocated administrative reforms related positions.

Local departments and sectors have daringly implemented the universal administrative reforms. Many have made good implementation of IT application, administrative modernization, and publication of administrative procedures. Binh Duong Provincial People’s Committee has urgently demanded departments and local authorities to draft legal documents and publish the draft on electronic portal of the province to openly receive comments and contributions by enterprises and the public. The promotion of transparency policies, planning quality, and issuance of legal documents have help the public and enterprises easily access procedures and documents, creating higher and higher satisfaction of the public as well as domestic and international investors seeking investment and business opportunities in Binh Duong Province.

How to promote the achievements for effective administrative foundation in Binh Dung Province? Actually, breakthroughs have been made in administrative reforms, especially the operation of the Concentrated Administrative Center as a symbol of development in Binh Duong Province in the new era with all forms of services and high-tech making it easier for the public and enterprises to access a modern, friendly, and effective administrative framework. This is also a model of breakthroughs in administrative reforms within the universal administrative reforming program of the State from 2011 to 2020 in Binh Duong Province. Administrative procedures implemented by integrated one-stop shop at the Public Administrative Center have been effectively established to reduce traveling time of the public by assuring order, secured, safe and modern framework.

Those are considered as breakthroughs of Binh Duong Province regarding the administrative reforms; however, to become a model of administrative reforms, for the time to come, the province shall determin the major tasks in 2015 and the next years. The contents of the State’s general administrative from 2011 to 2020 should be concentratedly implemented. Satisfaction index of the public should be determined and announced regarding the services of administrative agencies in 2015. The reforms and simplification of administrative procedures related to the public and enterprises should be promoted. The inspection and harsh punishment of disturbing the public and enterprises should be concentrated.

Implementing direction of the government, Binh Duong Province is demanding localities to boost up integrated one-stop shop and expansion of modern one-stop shop at district people’s committees.

All the factors shall be helpful for localities to create strong transformation of admnistrative reforms, constructing friendly and attractive investment environment for socio-economic development to become a city under government management before 2020.
