Key traffic projects accelerate construction progress

To ensure the public investment plan for 2024, especially for key traffic projects in the province, it is necessary to soon complete site clearance and compensation work and speed up construction progress.

Need to complete site clearance soon

According to the Provincial Traffic Construction Investment Project Management Board, accumulated capital payments from the beginning of this year until now have reached 6.87% of the 2024 plan, an increase of 6.46% compared to the same period in 2023. Of which, the payment of planned capital from Central sources reached 5.48%, local sources reached 7.19%. However, there are some difficulties and obstacles leading to delays in implementation and capital payment as planned.

The project to upgrade and expand DT746 road from Tan Thanh intersection to Hoi Nghia intersection is being accelerated by the constructor.

According to the Management Board, for component project 5 of Ho Chi Minh City's Ring Road 3 project passing through Binh Duong (including Tan Van intersection and Binh Goi bridge), as of May 2, progress of site hand-over has been slow. Namely, construction package 1 has received the handover of the site with a total area of 2/16.5 hectares, reaching 12%; New construction package 3 received handover of 21,038/37,539 hectares, reaching 56.04%; Construction package 4 received handover of 23,620/52,000m2, reaching 45%.

Mr. Tran Hung Viet, Director of the Management Board, said that in response to the problems and difficulties, in order to complete the proposed plan in 2024, the Management Board proposed the Provincial People's Committee directs People's Committee of Di An City,  Thuan An City, and  Center for Land Fund Development of localities to complete 100% of site clearance work in the second quarter of 2024, ensuring disbursement of public investment capital allocated for the project, urgently handing over land for construction and installation bidding packages to carry out construction.

For the Ho Chi Minh City - Chon Thanh Expressway project, up to now the Management Board has not yet been handed over the pile installation design documents (demarcation design) for site clearance and field landmarks to carry out further procedures. The Management Board has sent an official dispatch to Becamex IDC Corporation on accelerating the progress of preparation, submission for appraisal, approval of site clearance boundaries and handover of site clearance milestones.

For the Ho Chi Minh City Ring Road 4 project - Component 1 project (land clearance section from Thu Bien bridge - Saigon river), according to the completion time plan on January 30, 2024, however up to now, the Board Management has not yet been handed over design documents and field boundaries to carry out further procedures. Mr. Tran Hung Viet said that the Management Board has asked Department of Transport to soon appraise and submit to the Provincial People's Committee for approval the site clearance pile design dossier for the remaining sections. After approval by the Provincial People's Committee, Becamex IDC Corporation urgently installed landmarks in the field, handed over to the Management Board and National Development Centers to carry out compensation, site clearance, and prepare a technical research report.

For the land clearance project of Thu Bien - Dat Cuoc road, 97% of the existing compensation has been paid, 94% of the site has been handed over, the remaining 14 households have not yet handed over the site, asking to know specifically about the land use fee payment rates in resettlement areas. For the supplement, the Provincial People's Committee has approved the adjustment. As of April 26, the People's Committee of Bac Tan Uyen district issued land recovery notices for 84 households and organizations, completed measurements for 110 households and organizations, and checked 58 households and organizations. To speed up the progress, Mr. Tran Hung Viet said that the Management Board asked the People's Committee of Bac Tan Uyen district to direct Compensation Council, Land Clearance and related units to completely resolve problems of site handing over. For the additional part, People's Committee of Bac Tan Uyen district soon approved the land compensation unit price.

Promote construction progress

With component project 5 - Construction of Ring Road 3 of Ho Chi Minh City, section through Binh Duong, the total route length is about 26.6km. Investment size includes 8 expressway lanes with parallel roads on both sides and corridors to arrange trees and technical infrastructure. Construction package 2 is currently under construction with a volume of 16% compared to the contract volume. Ongoing items include construction of bored piles, abutment bodies, pillars, and parallel drainage systems. Construction package 4 is currently under construction, reaching about 27.17% of the contract volume. Construction package 3 construction units are continuing to coordinate with local authorities and households to receive premises, deploy construction drawing designs... For construction package 1, the investor started construction in April 2024, currently the construction unit is speeding up progress.

Mr. Tran Hung Viet said that because Binh Duong does not have sand for backfilling, he asked the People's Committee of Ho Chi Minh City to soon unify the source of backfilling sand and coordinate it with other provinces in March and the second quarter of 2024. The Management Board also requested Department of Industry and Trade to soon agree on a plan to relocate technical infrastructure to serve construction.

For the project to upgrade and expand DT746 road from Tan Thanh intersection to Hoi Nghia intersection, the total investment has been adjusted to be 2,931 billion VND. As of April 26, section 3 from Hoi Nghia intersection to VSIP 3 gate reached 11.42% of the contract volume. Section 2 from VSIP 3 to Tan Lap Commune People's Committee reached about 22.84% of the contract volume. Section 1 bordering the People's Committee of Tan Lap commune to Tan Thanh town reached about 0.63% of the contract volume because the new section was ordered to start construction in March. Up to now, the power grid infrastructure has not been relocated, affecting the project construction progress.

According to the Management Board, it is expected that in May 2024, the Management Board will submit to Department of Industry and Trade for appraisal of construction drawing design documents - estimates, and at the same time deploy the relocation of clean water pipes from the site that has been handed over for construction implementation. Mr. Tran Hung Viet added that the Management Board proposed People's Committee of Bac Tan Uyen district to speed up the progress of compensation and site clearance, and to soon approve the compensation plan for houses and construction works on land along the above road safety corridor in district area.
