Law Day aims at educating everyone about respecting the law

On the occasion of Vietnam Law Day, November 9, Binh Duong Newspaper has just had an interview with Nguyen Anh Hoa (photo), Director of provincial Department of Justice and Permanent Vice-Chairwoman of provincial Coordinating Council for Law Dissemination and Education about the meaning of this day and activities to spread the awareness of respect for the law to everyone in the society.

- Could you tell us about the meaning of Vietnam Law Day, November 9. What activities are there in Binh Duong this year to respond to this event?

- November 9 is considered as Vietnam Law Day because this is the day that the first Constitution of the Social Republic of Vietnam was adopted (November 9, 1946). Up to now, Vietnam has had 5 Constitutions and the one in effect is the 2013 Constitution.

On that basis, when the National Assembly passed the Law on Law Dissemination and Education in 2012, November 9 was chosen as the Law Day of the Socialist Republic of Vietnam.

The Article 8 of this law also clearly states that Law Day is organized to honor the Constitution, the law, and educate everyone in the society to be aware of the law. This is the day of the year to affirm the position of strictly abiding by the law in social life, raise awareness of law observance and protection in Vietnam and promote the process of building a law-governed state.

Under the direction of the Government and the Ministry of Justice on organizing activities to respond to Law Day 2023, the province has directed departments, sectors and localities to organize many activities since early this year. The peak of these activities is in October and November. They focus on the following contents: Promoting legal dissemination and education; focusing on disseminating policies and laws, supporting to solve difficulties for people and businesses; disseminating new laws, ordinances and documents passed in 2022 and 2023, regulations directly related to production, business, legitimate rights and interests of people and businesses, laws on preventing and combating corruption, negativity, wastefulness...

They have also been ordered to strengthen communication of draft policies within the scope of the Project on "Organizing communication of policies with great impact on society in the process of developing legal documents for the period of 2022-2027" in the program of developing laws and ordinances in 2023, the 2023 programs of the Government and the Prime Minister, especially law projects that play an important role in creating a favorable environment for investment, business, ensuring the rights and interests of people and businesses, such as: the draft Land Law (amended), the draft Law on Real Estate Business (amended), the draft Housing Law (amended), the draft Law on Social Insurance (amended), the draft Law on Consumer Rights Protection (amended); the draft Law on Notarization (amended)..., contributing to strengthening trust and creating consensus in the whole society; fight against wrong views, distorting the purpose and meaning of Vietnam Law Day, distorting the content of laws that are currently in effect and in the process of the National Assembly discussing and giving opinions on the law projects, especially law projects that have profound effects on people's lives.

- Could you tell us about the spread of Vietnam Law Day to people living in the province?

 -Through propaganda work, people are no longer unfamiliar with the week of law day. This shows that the spread of the law day to the people is increasingly effective, creating the habit of voluntarily implementing and behaving under the law and building legal culture in the whole society, meeting the needs of building a law-governed socialist state of the people, by the people, for the people, a strong country, wealthy people, and a democratic, fair and civilized society.

Through reality, people have increasingly understood legal tools and chosen to resolve disputes and conflicts between businesses and people on the basis of legal regulations.

- What’s your assessment of  the implementation of activities to respond to Vietnam Law Day in Binh Duong? In the coming time, how will legal propaganda work towards businesses and employees be implemented?

 - Many units, departments and sectors in the province have organized and implemented activities to respond to Vietnam Law Day. Activities often focus on organizing legal competitions and talk shows.

Specifically, provincial Department of Justice - Standing Agency of provincial Law Education-Dissemination Council organized a competition for good mediators; held a competition to learn about law on the internet; carry out communication activities to promote the law day, implement visual propaganda on streets...

Provincial Department of Agriculture and Rural Development organized the 11^th contest "Learning about the law on agriculture and rural development" 2023. Provincial Department of Labor, War Invalids and Social Affairs organized the 2023 contest "Learning and disseminating laws in the field of social work" 2023 and the 2023 contest "Learning about the Law on Gender Equality, the Law on Prevention and Control of Domestic Violence".

Provincial Women's Union organized a ceremony in response to Vietnam Law Day and action month for gender equality, gender-based violence prevention; held talk shows on the law day. Provincial Youth Union also organized the 2023 theater competition to learn knowledge and laws on drug prevention and combat with the theme of "Binh Duong youth saying no to drugs"...

In addition, localities focused on propagandizing the purpose and meaning of the Law Day; promoted visual propaganda as well as organizing practical response activities through competitions.

For law dissemination among businesses and employees getting higher effectiveness, I think we need to implement many solutions in a synchronous way, focusing on the following contents:

First: Further enhancing the proactive advisory role of sectors and organizations directly related to businesses and employees; paying attention to communication work and promoting the effectiveness of radio systems at grassroots level and in businesses.

Second: Strengthening coordination with functional agencies and employers, attaching importance to improving the capacity of staff in charge of law dissemination. Developing diverse forms and improving the quality of legal consultancy and aid of trade unions. Combining legal education with ethical and cultural education to improve the qualifications of employees.

Third: Enhancing the responsibility of business owners in law dissemination.

Fourth: Further researching and improving methods on propaganda and education, enriching forms on law dissemination. Inspecting and monitoring compliance with the law by both employers and employees, the implementation of grassroots democratic regulations and resolve problems from the grassroots while detecting inadequate and unfeasible contents of the law during the implementation process to propose appropriate amendments and supplements.

Fifth: In addition to law propaganda, it is necessary for us to handle and strictly punish common and frequent violations of the law by employees such as traffic, environment, labor, security and order...This is because through handling, we ensure law enforcement while serving the purpose of educating the sense of obeying the law.
