Living reality of the renewal process

At the discussion session around the topic on "The current status of Binh Duong province’s general development model", opinions focused on recognizing and evaluating achievements done by Binh Duong province after 25 years of construction and development. The speeches also analyzed about the flexible application of the Party's renewal policy into the local reality to transform Binh Duong from a purely agricultural province with very few advantages into a province with dynamic development in industrial manufacture in the region and the country.

With his speech on "Binh Duong province’s development model: Achievements, raised issues and orientations to 2030, with a vision to 2050", Prof. Dr. Nguyen Quang Thuan, Head of the Central Theoretical Council’s Economic Subcommittee emphasized that after more than 25 years of construction and development, Binh Duong has achieved many important achievements. Particularly, the scale of agriculture increased by 14.2 times, services by 112.2 times and especially industry by 140.6 times.

According to Prof. Dr. Nguyen Quang Thuan, the development of industrial parks (IPs) in the province is truly a bright spot of the local development model. After 25 years of construction and development, Binh Duong is now the locality with the highest occupancy rate of industrial parks in the country. The province's 29 industrial parks in operation have an occupancy rate of over 95%. Binh Duong is also the locality with the country’s largest IP area, reaching 12,721 hectares, accounting for 25% of the total IP area of ​​the Southern region, equivalent to 13% of the country’s total IP area. As of late 2022, the total investment capital for construction of the IP system was more than VND 3.69 trillion. At the same time, the number of jobs in IPs increased along with the growth in the number of IPs and investment projects in IPs. Binh Duong is now home to 50,000 enterprises with more than 1.2 million workers from most provinces and cities nationwide.

Prof. Dr. Nguyen Quang Thuan also said that State-owned enterprises, including Becamex IDC, are contributing a very important role in demonstrating the leadership of the State's economy. Becamex has entered into a joint venture with foreign partners, forming up a Vietnam - Singapore Industrial Park Joint Venture in the province and expanding the IP model to 11 provinces and cities across the country. Becamex has had a joint venture with Japan's Tokyu Group to develop high-quality, worthy-living urban areas; developed a joint venture with Japan’s NTT on telecommunications and information technology development; promoted a joint venture with the US Warburg Investment Fund to build logistics infrastructure and logistics for e-commerce. Furthermore, Becamex has played an important role in developing social housing for workers, helping Binh Duong being considered as the most successful locality in the country in social housing development...

Binh Duong with whole country, for whole country

In his speech on "The process of awareness, viewpoints, and policies on Binh Duong province’s development model through provincial Party Congresses over the past 25 years", Dr. Nguyen Hoang Thao, Permanent Vice-Secretary of provincial Party Committee emphasized that Binh Duong's economy has developed strongly and vividly over the past 25 years with many important and proud achievements. It is not a spontaneous development process, but has been oriented and adjusted with appropriate goals, directions and steps. Particularly, the province's awareness, viewpoints, and policies on the economic development model have gradually shaped and always changed and improved through each provincial Party Congress.

At the 6th Party congress (1997- 2001), the province's economic structure was determined to take industry as the foundation, the breakthrough, with the main nucleus being the construction of IP infrastructure associated with urban areas. The province's consistent viewpoint is to build Ips to create motivation for socio-economic development to serve the people and the country.

That awareness, perspective and policy of provincial Party Committee has continued being determined in subsequent congresses with the view of gradually reducing the proportion of agriculture in the overall structure of the economy, along with maximizing acceleration of industry and services. This is the first characteristic, a great determination showing the will to persistently implement the economic development model on an industrial basis of provincial Party Committee.

Noticeably, at the 8^th Party Congress for the 2005-2010 tenure, the province paid attention to attracting strong economic corporations and building, consolidating and developing the province's State-owned enterprises to play a leading, and core role in key economic programs while being a suitable partner with strong foreign investment corporations...

Dr. Nguyen Hoang Thao said that the process of perceiving and forming up Binh Duong's views and policies on the local development model has showed the following characteristics: Firstly, it is a process of perception that constantly changes from low to high, to comprehensive levels, keeping up with the progress of the region, the country and the world. Viewpoints and policies are not formed all at once, but are gradually supplemented in the local development process, concretizing contents through provincial Party Congresses.

Secondly, investment attraction, developing industrial manufacture is a strategic direction determined early in the development model. Industry is determined to be associated with urban development and modern services along with restructuring the entire economy... Being associated with this process is a change in awareness, viewpoints, and policies of Binh Duong through provincial Party Congresses, which is also the historical dialectic process of Binh Duong's reality over the past 26 years.

Thirdly, the entire socio-economic, cultural and human development model of Binh Duong has a common underlying factor of promoting urban development, building Binh Duong into a smart, modern city in the future.

Fourthly, the process of changing awareness, viewpoints, and policies of Binh Duong on the local development model shown through provincial Party congresses expressed that Binh Duong has always joined hands with the whole country to successfully realize the Party's strategic policy on national industrialization and modernization. Binh Duong's development model is suitable and unified with the whole country, with the goal of striving to help Vietnam become a developed, high-income country by 2045 and Binh Duong will be a smart city of ​​the region and the whole country…
