Given the complex developments of the global situation, the import standards of Europe and the United States are becoming increasingly stringent, requiring businesses to adapt and enhance the value of products to meet the new requirements of the export market. In addition to the efforts of businesses, the cooperation and support of related industries are essential.

To face challenges

According to the assessment of the Provincial People's Committee through on-site surveys at enterprises, the production and business situation shows many positive signs. The province's key export sectors are gradually recovering and have received export orders until the first quarter of 2025. Enterprises ensure stable employment for workers, some companies are recruiting additional labor to serve production in the last months of the year and before the 2025 Lunar New Year.

Industry associations assess that businesses have proactively overcome challenges and expect a production and business growth of 15-20% in 2024 compared to 2023. However, businesses, especially small and medium enterprises in the wood, textile, and ceramic industries, are facing numerous challenges in completing environmental licensing procedures according to new regulations. Mr. Tran Ba Nam, Director of Human Resources at Suntech Vina Company (My Phuoc III Industrial Park), shared: "Violating environmental protection regulations not only leads to administrative penalties but also affects the reputation of the enterprise, causing losses in brand and orders. According to my research, in the province, there are about 20% of businesses currently facing environmental licensing issues; some businesses intentionally violate regulations, but there are also many businesses that want to comply but are hindered by cumbersome procedures and outdated decrees. I hope that the departments and agencies will support in resolving difficulties, providing guidance on new regulations for businesses.”

Businesses also wish that the relevant departments and sectors support in the certification of origin of goods and trade protection for exported goods; implement regulations on technical barriers, regulations on food safety, environment, intellectual property rights, commit to reducing carbon emissions in export markets for businesses.

Active companion with enterprises

Mrs. Nguyen Thanh Ha, Deputy Director of the Department of Industry and Trade, said that the department has advised and been approved by the provincial People's Committee to continue implementing the program to support businesses in machinery and equipment, digital transformation. To implement this program, the department has organized a digital transformation forum to provide conditions for businesses to access, choose suitable production transformation models based on digital platforms. To here, the province will enhance support, expand the target group for supporting industries (mainly textiles, footwear, mechanical); at the same time, review the businesses that have not been able to access loan capital sources due to not meeting the criteria for support.

Regarding labor resources, the Department of Labor - Invalids and Social Affairs is actively guiding units to use labor in accordance with the provisions of Article 17 of Decree No. 152/2020/ND-CP of the Government, Decree No. 70/2023/ND-CP of the Government (amending and supplementing some articles of Decree No. 152/2020/ND-CP), including: Requesting extension of labor permits for employers, labor permits that have been issued and are still valid. approval document for the demand for the use of foreign workers except cases not determining the demand for the use of foreign workers; a certified copy of the passport or a passport copy confirmed by the employer still valid according to the law; health certificate or health examination certificate as prescribed; one of the documents specified in Clause 8 Article 9 of Decree No. 152/2020/ND-CP certifying that foreign workers continue to work for employers according to the content of the issued work permit.

For the field of fire prevention and fighting, the leadership of the Provincial Police Fire and Rescue Department stated that based on Article 14 of Government Decree No. 136/2020/ND-CP (detailing a number of provisions and measures for the implementation of the Fire Prevention and Fighting Law and amending and supplementing some provisions of the Fire Prevention and Fighting Law), in cases where the investor does not have enough capacity to carry out construction, inspection, and supervision of fire prevention and fighting construction, they must hire a unit with the capacity to carry out. A unit with capacity is a unit that is issued a certificate confirming the conditions for providing fire protection service in accordance with regulations. Business establishments providing consultancy and design services, supervision consultancy, and construction related to fire protection and prevention have been issued a certificate confirming the conditions for providing fire protection services by the authorized police agency to carry out the licensed activities.

In the field of environment, Mr. Nguyen The Tung Lam, Deputy Head of the Environmental Protection Sub-Department of the Department of Natural Resources and Environment, stated that according to legal regulations on environmental protection, businesses must implement measures to remedy violations and shortcomings in environmental protection as prescribed, such as: Constructing waste treatment facilities; upgrading technical infrastructure for collection; storing and treating waste, periodic environmental monitoring. The costs of these activities are the responsibility of the business.

Mrs. Nguyen Thanh Ha, Deputy Director of the Department of Industry and Trade, said that the provincial industry and trade sector is enhancing trade promotion; organizing conferences to support businesses in connecting trade, expanding markets, signing new export contracts outside traditional markets, markets of countries that have signed free trade agreements with Vietnam to support businesses in accessing product consumption markets.
