Through 25 years of construction and development, upholding the tradition of solidarity, dynamism, creativity and on the basis of inheriting the achievements of Song Be province, Binh Duong has gradually overcome difficulties and challenges; made breakthrough steps in the renewal cause to become a dynamic industrial province in the southern key economic region. The achievement is the foundation for the province to firmly realize its goal of becoming a modern industrial hub and a smart city of the region and the whole country.
Miracles from breakthroughs
25 years ago, in order to create favorable conditions to promote each region’s specific advantages, the Government decided to split Song Be province into two provinces of Binh Duong and Binh Phuoc from January 1, 1997. Since then, the two provinces of Binh Duong and Binh Phuoc have entered a new period of development, with impressive breakthroughs in socio-economic development, improving the lives of the people.

Through a quarter century, with the tradition of solidarity, dynamism, creativity, wisdom and resilience, the Party, government and people of Binh Duong have overcome many difficulties and challenges, gaining development achievements in many socio-economic, national defense - security fields. Especially, since 2001, Binh Duong has promoted industrialization, modernization, rapid and sustainable economic development, building up a modern, civilized and beautiful city.
One of the province’s turning-point successes in economic development is a policy on industrial development, which is considered as a breakthrough in the shift of the local socio-economic structure. On that basis, the province has focused on mobilizing resources to build industrial parks and compounds. Up to now, the whole province has had a total of 29 industrial parks, including 27 in operation with a total area of 12,670 hectares, land tenancy rate of over 87% and 12 industrial compounds with a total area of nearly 800 hectares, land tenancy rate of 67.4%. The local economic growth rate in the period of 2015-2020 reached 9.35%/year, equal to 1.4 times of the national average level. The local GRDP per capita was VND 155.7 million in 2020. As of late October 2021, the province attracted over 4,000 FDI projects with a total registered capital of US$ 36.95 billion, an increase of 30 times in the number of projects and in the amount of capital compared to 1997; nearly 48,500 domestic projects with a total registered capital of over VND 434.7 trillion (an increase of more than 40 times in the number of projects and more than 90 times in the amount of capital compared to 1997). By 2020, all 49 communes of the province were recognized as ones meeting new-style rural standards, one year earlier than planned and highly appreciated by the Government.
The province has focused on well implementing social welfare policies, ensuring that all people are cared for, fully and fairly benefited from economic development achievements. The province has also mobilized all resources to invest in the development of education and health care and well solve issues in social housing development. The province’s poverty reduction has achieved important achievements. Since 2017, Binh Duong has been recognized as a locality having no more poor households under the central poverty line and the rate of poor households under the province's poverty line is below 1%.
The province has always attached special importance to Party building towards a pure and strong political system with national defense - security maintained. The province's armed forces have got stronger and stronger, contributing to ensuring national security and defending the Fatherland in the new context. The province’s external activities have been strengthened and expanded, contributing to accelebrating investment attraction and promoting the local image to friends at home and abroad. For many consecutive years, Binh Duong has been one of the country’s leading localities in FDI attraction foreign investment while also being the locality with the third highest rate of central budget regulation in the country. Binh Duong was recognized as a member of the World Technopolis Association and it was also been honored as one of 21 cities and regions with the world’s typical smart city development strategies by the World Smart Community Forum for 3 consecutive years from 2019-2021.
Taking opportunities, advantages
In the next development period, many opportunities and advantages are intertwined with difficulties and challenges. The 4th industrial revolution opens up many opportunities for the province to obtain faster development. However, the Covid-19 pandemic is still a challenge for the local socio-economic recovery and development. In that context, Binh Duong will continue promoting its achievements, taking opportunities and advantages, strengthening solidarity and consensus among the Party, government and people; be constantly creative, determined to overcome all difficulties and challenges to realize the local aspiration to rise up. The province will also further attach special importance to inheriting and upholding achievements and experiences of previous generations, creating a synergy to effectively carry out political tasks...
In addition, the province will focus on fully upholding the local comparative advantages along with mobilizing, exploiting and effectively using resources for development; attach special importance to infrastructure development, especially transport infrastructure as a strategic breakthrough; continue setting up a master plan for socio-economic development; ensure economic development in association with social justice progress in each development step, with focus on sustainable development, smart city building, green development.
The development roadmap set out by the 11th provincial Party Congress, Binh Duong will become a modern industrial hub by 2030 and it will be a smart city of the region and the whole country by 2045. In order to successfully achieve the goal, the province will focus on implementing key tasks and solutions, including further restructuring the local economy in the direction of making the shift of industrial structure based on innovation to attract investment, application of science - technology; developing high-quality human resources; fostering high-quality services industries commensurate with industrial and urban development; continuing strongly developing high-tech agriculture; focusing on building and achieving advanced new-style rural criteria. The province will constantly improve the local investment climate, enhance competitiveness, create new motivations, contributing to improving the efficiency and quality of investment attraction to promote socio-economic development; effectively use State resources while strongly mobilizing social resources to invest in the development of transport, industrial, service and urban infrastructure; focus on investing in transport infrastructure to expand regional connectivity, creating a driving force for socio-economic development.
In parallel with the task of economic development, the province will continue paying more attention to socio-cultural fields while improving investment efficiency, giving priority to solving urgent matters, especially in education, healthcare, employment, housing, cultural institutions serving people and workers; well implement policies on economic development in association with national defense - security; strengthen foreign relations and international economic cooperation to promote investment attraction, import and export and build Binh Duong smart city; strengthen Party building towards a pure and strong political system.
