National universal administrative reforming program of 2011-2020 to create momentum for socio-economic development

Binh Duong provincial People’s Committee is preparing for the summing up of national universal administrative reforms in 2011-2020 with orientation to 2021-2030. In 10 years, Binh Duong provincial authority has made great efforts of administrative reforms to gain awarding achievements.

The testing project of establishing hot-line of the province to receive and reply to feedbacks and proposals of the public and enterprises in 2018-2020 has significantly contributed to create interaction of rapid resolution of administrative procedures (PAR) for the public and organizations.

A contribution to improvement of investment environment

Over the past 10 years, PAR has been regularly taken care of and directed closely by the authorities at all levels.  All levels and branches are always considering PAR as a key task in management and administration to implement, inspect, supervise, and urge the implementation of PAR objectives and tasks under the central and local programs and plans that had been put on top priority.  The highlight of PAR in 2011-2020 is the construction and operation of the centralized administrative center, aiming to build centralized, unified, transparent, operational, effective, and efficient organization.

In addition, the pilot establishment of Binh Duong provincial Public Administration Center, Center for Public Administration of Thu Dau Mot City, the modern one-stop shops at district level such as in Thuan An city, Di An city,  Tan Uyen town, Ben Cat town and so on have offered solutions and ways that the public and businesses recognized and highly appreciated.

Ly Van Dep, Deputy Director of Binh Duong provincial Department of Home Affairs, said over the years, many models and initiatives of PAR in the province have been recognized and agreed, satisfied, and appreciated by the people and organizations such as "friendly government of the people, by the people, for the people" and "friendly offices for the people services"; young people volunteer to guide people and organizations in the process of implementing administrative procedures at public administrative centers.

The province has piloted the reception of dossiers at home and in enterprises for some administrative procedures through public postal services. The pilot scheme to arrange postal staff at the "one-stop shop" division of the People's Committee of the commune of Thu Dau Mot city to perform the dossier-receiving service and return the results of administrative procedures at all levels in the area has been implemented in the province in 2018-2020. Binh Duong provincial People's Committee has directed the good implementation of the pilot system of administrative procedures and to establish a hot-line system to receive, process and respond to complaints and recommendations of people and businesses in 2018-2020.

“All the direction of Binh Duong provincial People’s Committee regarding PAR and good practice in every local government has improved PAR and create convenient investment environment, just like a kickstart effort for sustainable socio-economic development,” said Ly Van Dep.

To implement strategic projects

Over the past 10 years, Binh Duong provincial People's Committee has issued documents suitable to the specific conditions and characteristics of the province on the basis of the legal system and central regulations. It also continues to promote administrative reform to better address people and businesses in a quick and convenient direction, contributing to improving the business investment environment, enhancing competitiveness and supporting enterprise development. The provincial authority has also well performed institutional reform, completed the legal system, and created a unified, synchronous and feasible legal corridor as appropriate policies are issued in accordance with the guidelines and the law and particularly with the real situation so that the law comes to effect in all fields. Thereby, it actively contributed to socio-economic development, ensuring social order and security.

At the recent meeting of Binh Duong provincial People's Council, Nguyen Hoang Thao, Deputy Secretary of provincial Party Committee, Chairman of provincial People's Committee, said the application of information technology (IT) in State agencies is to serve the people and businesses.  The province has made a great development step.  Up to now, Binh Duong's IT application ranking is at the 4th out of 63 provinces and cities. All of document management software at all levels is connected with electronic documents of the government.  The province's online public service portal has synchronously connected a number of features with the national public service portal. Complete technical solutions for online payment channels and non-cash payments at provincial and district-level Public Administration Centers have been fulfilled.

Stemming from the request for PAR and socio-economic development orientation in 2021-2030, Binh Duong provincial People's Committee has requested departments, agencies, and People's Committees of districts and communes to do well in continual innovation to improve the effectiveness and efficiency of the formulation and implementation of legal documents, focusing on improving the quality of legal documents to ensure their constitutionality, legitimacy, and uniformity.  At the same time, strategic projects to improve the quality of human resources are to be developed and deployed to meet the requirements of tasks in the new situation. The interconnected one-door mechanism under the Government's Decree No. 61/2018/ND-CP dated April 23, 2018 is to be effectively implemented. The quality of activities of Binh Duong provincial Public Administration Center, the modern one-stop shop at district and commune levels are consolidated and improved. The organizational and management system is actively renewed to improve the quality and efficiency of public service delivery units and to clearly define employment positions in public non-business units.
