The conference will focus on socio-economic development, education, training, science and technology, and Party building.
Party General Secretary Nguyen Phu Trong chaired the sixth plenum of the 9th Party Central Committee on October 1, touching upon important and complex issues currently facing the country.
The conference will discuss and give opinions on projects pertaining to national socio-economic status in 2012 and State budget estimates for 2013; restructuring and improving the efficiency of State-run enterprises; legal policies on land; comprehensive reform of education and training; and scientific and technological development.
The meeting will also focus on plans for the Party Central Committee, Politburo, and the Secretariat, as well as titles of senior Party and State positions; Politburo and Secretariat reports on criticism and self-criticism; Party building and other important issues.
Party leader Trong proposed reviewing the 2012 socio-economic situation and devising development plans for next year, aiming to renew the growth model, and restructure pubic investment, State-owned enterprises (SoEs) and commercial banks.
The conference needs to carefully analyse the achievements recorded in 2012 and point out weaknesses and limitations to achieving set targets such as controlling inflation, stabilizing the macroeconomy, ensuring social welfare and maintaining appropriate growth to provide fresh impetus for sustainable growth in the years to come, Mr Trong said.
On restructuring, renewing and improving the operational efficiency of State-run businesses, Mr Trong asked the Party Central Committee to give opinions on SOE business areas, organisational structure and management, as well as enhancing the State’s role in ownership, Party building and cadre work in SoEs.
The Party chief stressed the need to issue a resolution on revising the Land Law and revamp regulations for land prices fixed by the State to make them in line with the market mechanisms under State management and adjustment.
The Party leader highlighted developing education, training, science and technology as the top national policy and the driving force behind the country’s socio-economic development.
It is imperative to improve teaching and learning methods, renew investment policies and financial mechanisms for all educational and technology fields, and develop contingents of qualified teachers, scientists and managers.
Mr Trong said the Party Central Committee’s 4th plenum resolution on current urgent issues related to Party building is being implemented properly, and the Politburo and Secretariat have monitored collectives and individuals carrying out the resolution.
Party leader Trong also asked the Party Central Committee to raise the sense of responsibility, promote democracy and contribute qualitative opinions in order to finalise reports by the end of the plenum on October 15.
