The provincial department of Labor, War Invalids and Social Affairs’ Center for Education-Job Creation has made greater efforts to receive, manage, treat disease, educate and train jobs for drug addicts. In 2010, the center receives 343 drug addicts. At present, the center has 465 learners, 443 of whom are drug addicts, enjoying vocational training courses.
Drug addicts enjoy vocational training for the community reintegration.
Entering the center, drug addicts will be categorized for treatment. All activities of learners at the center are monitored by the center employees. After 24 months of education, labor and treatment, learners will be reintegrated into the community.According to Do Ngoc An, vice head of Drug Crime Inspection Department under the provincial Public Security, to help learner become useful people after community reintegration, the center needs high professional cadres. Aside from treatment, education on personality for them is very important.
Meanwhile, Pham Van Tuyen, director of the center, said the center remains restrictions on activity and promulgation, especially shortage of manpower and knowledge.
Statistically, about more than 80% of rehabilitated addicts return drugs, owing to unemployment. Ninh Quoc Binh, vice director of the provincial department of Labor, War Invalids and Social Affairs, said “Drug rehabilitation in the community and family is ineffective. Therefore, role of education and treatment for drug addicts at the center is very crucial. However, it is difficult to lure employees to work at drug rehabilitation centers, so policies and incentives are needed to attract manpower for the centers”.
According to functional agencies, the number of drug addicts and the rate of rehabilitated addicts returning drugs will surge if without more drastic measures. Therefore, the provincial People’s Council will in the coming time petition and propose issues of luring manpower for the local drug rehabilitation centers to the local People’s Committee.
