Prime Minister Pham Minh Chinh wishes Binh Duong to successfully build an innovative model, develop faster and more sustainably

In the afternoon of March 19, Prime Minister Pham Minh Chinh and his delegation had a working session with Binh Duong Provincial Party Committee on socio-economic development, defense and security; Party building and political system building in 2021 and the first quarter of 2022; central tasks until the end of 2022 and the following years.

Positive development targets

A report at the meeting said that in 2021, Binh Duong experienced a lot of difficulties. The fourth Covid-19 outbreak seriously affected all areas of social life. Entering 2022, the Covid-19 pandemic is still affected, the sharp increase in petrol and gasoline prices has impacted the lives and production of people, businesses and the goal of restoring socio-economic development of the province after the pandemic. But thanks to the direction, guidance and support of the Central Committee, the Government, the Prime Minister and central ministries and branches; the determination of Provincial Party Committee, the administration of the Provincial People's Committee and the efforts of all levels, branches in the province, targets and tasks in all fields of the proviince gained good results. The political security and social order was secured and stable.

Regarding the work of Party and political system building, the Provincial Party Standing Committee thoroughly directed and seriously implemented the 13th Party Resolution, the of the 11th Provincial Party Resolution 2020-2025, combined with the development and implementation of programs, plans and of the Resolutions. Provincial Party Standing Committee focused on leading the implementation of tasks and solutions on party building and political system building. The focus was on leading the organization to thoroughly study, develop and implement conclusions and regulations of the 4th Plenum of the 13th Central Committee; continuing to consolidate and complete the staffing for some units in the political system; implementing steps to develop staff planning for the new tenure. Fatherland Front and socio-political organizations continued to strongly turn towards grassroots, took care of workers’ lives and groups affected by the Covid-19 pandemic.

Regarding a number of key tasks and solutions implemented until the end of 2022, the province will continue to pool all resources for covid-19 prevention and control activities, especially strengthening, perfecting and improving the quality of grassroots medical system; training and fostering to improve the quality of human resources in the health sector; effectively implement the third-shot vaccination campaign for the people, vaccination plan for children aged 5-11, and the at-home treatment and management of Covid-19 patients.

Regarding socio-economic development, the province drastically performs and strives to achieve the 2022 development targets, focusing on the implementation of the economic recovery and development program; supports and solves difficulties for businesses and workers, not to reduce the growth momentum in the long term, strives to attain growth of 8% or more. In addition, the province pays attention to the administrative reform plan, completing provincial planning and district- and commune-level plans in 2022 in a synchronous manner.

To implement solutions to accelerate disbursement of public investment capital; execute projects with interregional impacts, such as: Belt  Road 3, Belt Road 4; coordinate with localities to implement Bach Dang 2 bridge projects connecting Dong Nai - Binh Duong provinces, a bridge connecting Tay Ninh - Binh Duong provinces, clearance of Binh Trieu 1 bridge on Saigon River, and important transport projects in the province such as upgrading and expanding National Highway 13, projects to create green urban landscapes, combat traffic jams on My Phuoc - Tan Van line, Phuoc Kien intersection, Song Than overpass, connecting to Pham Van Dong road (Ho Chi Minh City) ...

Grow stronger, faster, more comprehensively, more sustainably

At the conference, Binh Duong province submitted to the Prime Minister and the delegation proposals related to transport infrastructure to facilitate the rapid execution of projects of Belt Road 3, Belt Road 4, Ho Chi Minh City - Thu Dau Mot – Chon Thanh Highway; proposed the Prime Minister to consider approving a number of urban railway investment projects (extending metro line No. 1 from Suoi Tien to Binh Duong province and Dong Nai province); Bau Bang - Thi Vai - Cai Mep railway line. The province also proposed the Prime Minister to consider and pay attention to investment in a terminal general hospital in Binh Duong province with 2,000 beds to meet the demand of people in the province and in the region.

Speaking at the meeting, the Prime Minister emphasized that the Government's attention and support to Binh Duong province is very comprehensive in many fields of socio-economic development, defense and security, international integration... For difficulties and recommendations of the province, the Prime Minister requested the Government Office to receive to complete the Announcement of the Prime Minister on the working session with Binh Duong Provincial Party Committee in accordance with the actual situation; and wished the province to grow stronger, faster, more comprehensively and more sustainably.

The Prime Minister said that the potential of Binh Duong is great, of which the greatest advantage is people. The population of the province is currently 2.7 million, of which the largest force is migrant workers who have contributed to the development of the province. "Binh Duong people have a revolutionary tradition, hard work, dynamism, creativity, always aspire to rise up. The achievements of 25-year construction and development have shown a desire to rise up and Binh Duong could become a driving force for development in the region and the whole country..."

The Prime Minister also said that in addition to the excellent results achieved, the province also has some difficulties and inadequacies. Namely, transport infrastructure connected to the region, despite great efforts, is disproportionate compared to the development requirements; the development of socio-economic infrastructure, especially medical, education and cultural infrastructure, is not commensurate with the overall development of the province. Mobilizing resources outside State-owned sector is not strong, the planning work has been done well but the planning must make breakthrough, have a long-term stable strategic vision to utilize the full potential, opportunities and competitive advantages.

The Prime Minister suggested that the Provincial Party Committee overcomes its weaknesses and draw lessons to better develop the spirit of solidarity, unification, labor and creativity; to collaborate closely and effectively with other provinces, cities and ministries and sectors; focus on taking care of the people's material and spiritual life, heightening people's trust in the Party and the government to facilitate the rmobilization of the great unity’s strength of the whole people.

Regarding the tasks in the coming time, the Prime Minister asked the province to continue to seriously implement Party Resolutions at all levels and the 13th Party Resolution; implement the motto "Flexible safety adaptation, effective control of Covid-19 pandemic", facilitate socio-economic development; continue to concretize the 5-year plan and 10-year strategy for socio-economic development; enhance the role of the important position of the province in the region and the whole country.

The province needs to further promote infrastructure development, especially social infrastructure, training, improving the quality of human resources to commensurate with the development of the province; accelerate the administrative reform, develop digital infrastructure, fight climate change. The Prime Minister emphasized a sustainable smart green industrial ecosystem that covers and leaves no one behind; agricultural economic development effectively serves industrial development. The science and technology of innovative start-ups must be taken as a driving force for development. The Prime Minister hopes Binh Duong successfully build an innovation model and expects the province to develop rapidly and sustainably in the coming time.
