With many initiatives, efforts in recent years, the application of information technology (IT) into administrative procedures reformation at provincial Social Insurance (SI) has made clearly results, being the premise to promote the modernization process in funds management of social security, health insurance, unemployment insurance; improving management, administration, and operation to better serve employees’ interests.
Initiatives to apply IT
Realizing the importance of IT application, provincial SI has paid much attention to strategies to develop IT application, sending officials to professional training courses. By now, IT application at provincial SI has achieved high efficiency.
Regarding technical infrastructure, provincial SI upgraded IT systems meeting requirements of amendment, supplement from Vietnam Social Insurance; deployed comprehensively centralized database; set up storage and interpretation database ensuring safety, accuracy, and efficiency.
Provincial Social Insurance staff were handling files of businesses.
Leaders of provincial SI have taken good care of the deployment of IT applications in professional works. Annually, provincial SI opens IT training classes for employees. Currently, 100% officials employ computers and IT applications in their professional works.
In addition to professional soft wares use, IT staff of provincial SI set up themselves some soft wares serving professional works and increasing requirements of the sector, appreciated by SI of the province and neighboring provinces, such as: management soft wares of subject entitled to unemployment insurance, received documents, record keeping, timekeeping by fingerprint scanners; Website: bhxhbinhduong.gov.vn.
The website of provincial SI (bhxhbinhduong.gov.vn) has been operated well, continuously updated with new documents, assisting employers and employees in searching and understanding new regulations; answers annually more than 3,000 questions on the website.
Pension, allowance payment via postal services
Provincial Post Office is the official agent of SI to provide voluntary SI, self-paid health insurance collection service across the province. Collection points were established at 91/91 communes, wards and townships. Provincial SI has paid monthly retirement pension via postal services to 18,536 persons including 15,568 cases of retirement, 1,484 ones of death allowance, 671 ones of occupational accidents and diseases, and 813 ones of others.
Pension, allowance payment via postal services has been performed well, quickly, flexibly, and safely; thereby, contributing to ensuring the implementation of social security. In order to evaluate more objectively and accurately this work, in December 2014, provincial SI carried out inspection and customers’ survey on this service. The results showed that service quality was good, obtaining speediness, convenience, and no mistakes. Besides, enthusiastic attitudes of staff have made good impressions. Survey results said that more than 97% customers satisfied with the payment via postal services.
To achieve these positive results, provincial SI and Post Office has coordinated closely to devise payment plans, marking an improvement in financial modernization, transparency process; maximize the power and capacity of each unit to serve the people. This implementation has shown positive results, received the appreciation of PPC, and especially, support and consent of majority beneficiaries in the province.
