Yesterday morning (September 26), provincial People's Committee solemnly held a ceremony to announce provincial planning for the period of 2021-2030, with a vision to 2050 (briefly called the provincial planning) under the theme of "Binh Duong steadily moving towards the future”. Politburo member and Prime Minister Pham Minh Chinh attended and handed over a decision approving the provincial planning. The event was also attended by former Politburo member and former State President Nguyen Minh Triet, representatives of ministries, central agencies and leaders from provinces and cities in the Southeastern region. For Binh Dương province, attendees included Nguyen Van Loi, Member of the Party Central Committee and Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation; Nguyen Hoang Thao, Permanent Vice Secretary of provincial Party Committee; Nguyen Van Loc, Member of provincial Party Standing Committee and Chairman of provincial People's Council, along with other members of provincial Party Standing Committee and leaders of provincial Fatherland Front Committee…Special guests included Lou Zachariila, Chairman and Co-founder of the Intelligent Community Forum (ICF), representatives from the Consulates General of Singapore, South Korea, India, Cambodia, Cuba and Belarus in Ho Chi Minh city.

The development model over the past nearly 30 years has transformed Binh Duong from a poor, underdeveloped agricultural area into one of the country’s leading localities in terms of investment attraction, budget Stae revenue, per capita average income... Specifically, in terms of foreign direct investment (FDI) attraction, Binh Duong currently ranks third in the country with over 4,300 valid projects and total registered investment capital of more than US$ 41 billion, accounting for 8.5% of the nation’s total FDI capital.
Speaking at the provincial planning announcement ceremony, Mai Hung Dung, Member of provincial Party Standing Committee and Permanent Vice Chairman of provincial People's Committee emphasized: "This provincial planning is the result of an entire process of effort, dedication and significant collective investment of energy and intellect, culminating in a meticulous, methodical, scientific and high-quality product. The provincial planning opens a new development phase for Binh Duong. The province is ready to embark on this new stage with many ambitious new directions, aiming at becoming a prosperous, civilized and affectionate locality. It will serve as a tightly connected piece among other localities, spreading development that is not only for itself. He added that the provincial planning will resolve many bottlenecks from the previous development model and set a target for Binh Duong to become a centrally run city by 2030 with new breakthroughs, improving the quality of people’s life and building up a prosperous society.
On behalf of provincial leaders, provincial Party Committee Secretary Nguyen Van Loi affirmed that the Party, government and people of Binh Duong will further promote the strength of unity, build on achievements done by previous generations and further uphold the spirit of self-reliance and self-resilience. They are determined to turn their aspirations into reality, striving to make Binh Duong become an smart, civilized, modern, affectionate city and a worth-living place.

Speaking at the ceremony, Prime Minister Pham Minh Chinh praised the provincial planning for the period of 2021-2030, with a vision to 2050, as being prepared with breakthrough thinking and a long-term vision based on the province's unique potential, outstanding opportunities and competitive advantages in nature, people, cultural and historical traditions. The Prime Minister emphasized that this planning is a comprehensive product, a crystallization of the collective wisdom of the Party Committee, government and the people of Binh Duong as well as scientists and the business community. It reflects the synthesis of past, present, and future, embodying continuity, innovation and development. The Prime Minister welcomed the province’s strategic priorities, which include creating a dynamic and efficient investment and business environment, building up a harmonious, humane and sustainable society, establishing a transparent and constructive local government.

Prime Minister Pham Minh Chinh also asked for Binh Duong to develop a plan to implement the provincial planning, aiming at creating new development spaces and values, facilitating better travelling for residents after the announcement ceremony. The province should focus on building new-generation industrial parks, accelerating administrative reforms, improving the investment and business environment. The Prime Minister also called on businesses to join Binh Dương in successfully building up a new-generation industrial ecosystem. He expressed confidence that Binh Duong's position and role will be increasingly affirmed in the development strategy that leads Vietnam into a new era — the era of the nation's strong rise with solid foundations.
