Provincial planning for 2021-2030, with vision to 2050: A "guideline" for breakthrough development

Early January 9, a final workshop to collect opinions for provincial Planning for the period of 2021-2030, with a vision to 2050 took place at provincial Convention and Exhibition Center. The planning was highly appreciated with good preparation, forecasting needs, conditions and proposing development plans for industries and fields in the province. Science guaranteed, meeting requirements

Provincial planning for the period 2021-2030, with a vision to 2050, aims at building and developing Binh Duong along with other provinces in the Southeastern region into an important growth driving region of the country, one of the centers with dynamic, comprehensive development, modern services and industry, sustainable urban development under the green growth model, adapting to climate change, a strong region in national defense - security, cooperation and competition for international economy.

Dr. Tran Du Lich, a member of the Prime Minister's Economic Advisory Group, assessed that the planning has built up a fairly specific integrated strategic framework for the development of Binh Duong province. Programs related to the development direction of industries, fields, socio-economic development space...have covered all the necessary contents of the planning project. The comprehensive report of more than 1,000 pages can be completed for the final report under the process of setting up a planning project and building a set of documents to submit it to competent authorities for approval.

According to architect Tran Ngoc Chinh, former Deputy Minister of Construction, provincial Planning to 2030, with a vision to 2050 has been researched deeply and scientifically, closely following the content of the approved design tasks. Dr. Nguyen Dinh Cung, former Director of the Central Institute for Economic Research, highly appreciated the scientific, reasonable and practical nature of the socio-economic development orientations shown in chapter V of the planning report. For socio-economic development orientation, according to him, it is necessary to review the goals for the 2021-2030 period, from 2021 to 2025 and 2026 to 2030 while considering adjusting the goals for the period of 2021-2030 more reasonably and feasibly, especially the goal of attracting investment to develop the processing and manufacturing industry.

Le Van Thuy, Deputy Director of the Planning Management Department under Ministry of Planning and Investment said that the ministry has gathered opinions from ministries and sectors and will send a document to the locality before holding the appraisal council meeting. He assessed that the planning process of the province and Binh Duong is very progressive, with basic planning contents meeting regulatory requirements and basic orientations that are in line with the development stage. He also asked for the consulting unit to review the issue of assessment. Regarding infrastructure development, in general, the planning basically meets the connection requirements between Binh Duong and neighboring provinces and cities. However, it is recommended to review to ensure compliance with actual requirements and national planning.

Connection, sustainable development

Regarding the issue of infrastructure investment and development links, according to Assoc.Prof., Dr. Tran Dinh Thien, former Director of the Vietnam Institute of Economics, Binh Duong needs to continue being promoted in the spirit of the region’s "urgent task" in the coming period. Binh Duong must get ahead in building modern link platforms, which are "digital" links. Building a "large" database, an interconnected network system, operating a smart management system... are breakthrough tasks that should be given top priority by the province. Especially, connection to Long Thanh airport by a modern metro system and highways must be proposed and resolved. That is also the breakthrough logic for "Smart - creative urban areas" throughout Binh Duong province.

Architect Tran Ngoc Chinh assessed that the provincial planning stated the content of regional connection quite fully and highlighted the regional connection with Binh Phuoc - Central Highlands, with the Southeastern region and the Mekong Delta region. However, according to him, Binh Duong's regional connectivity content has a close and very important relationship with Ho Chi Minh city. Ho Chi Minh city is the center of the region, with a strong influence on localities in the region, especially economic relations, and employment, and technical infrastructure connection. Therefore, it is necessary for the province to clarify the relationship of Di An city, Thuan An city with Ho Chi Minh city.

For industrial development, Dr. Tran Du Lich said that Binh Duong currently has 29 industrial parks (IPs) and 12 industrial compounds (ICs). Among them, 27 IPs with nearly 11,000 hectares are in operation with the land tenancy rate of more than 88%. However, among the existing IPs, some IPs, especially in Thuan An city and Di An city need to change their functions to trade - services and urban development. Therefore, the province needs to build a system of specific viewpoints and criteria to guide the construction of a project to transform the structure and functions of the existing IPs in accordance with the orientation of territorial space development and industrial - urban - service belt development in the spirit of the Politburo’s Resolution No. 24 on the Southeastern region. Dr. Tran Du Lich also proposed that Binh Duong should coordinate with Ho Chi Minh city, Binh Phuoc and Dong Nai in planning new IPs and industrial belts of the Southeastern region and the central sub-region (Ho Chi Minh city- the south of Binh Duong – the southwest of Dong Nai).

Architect Tran Ngoc Chinh assessed that Binh Duong is a province with rapid industrial development, with diverse types, attracting many workers. This is related to urban organization, residential areas, transportation systems, technical infrastructure, ensuring sustainable development. Therefore, provincial planning needs to consider and evaluate the success of industrial park planning-construction and evaluate remaining problems. On the other hand, the planning to 2030, with a vision to 2050 needs to be considered more specifically and there needs to be an arrangement of IP planning with the province's development space and land use content.

Speaking at the workshop, Mai The Trung, former Secretary of provincial Party Committee said that the province needs to  pay great attention to the development of new urban areas and services when promoting the local IPs. Regarding urban development, he suggested the province to clearly identify the strengths, advantages and unique characteristics of the urban province as well as urban morphology. It must be affirmed that Thu Dau Mot city - Binh Duong new city is an urban center. Investment resources must be calculated so that Thu Dau Mot truly becomes the central urban area of ​​the province.
