Although being as one of the whole country’s “hot spots” during the 4th Covid-19 wave, provincial Party Committee promptly issued specific decisions in Covid-19 prevention and control, economic development, ensuring social welfare. Hence, the province obtained many important results in all fields by the end of 2021. Those are very respectable results, creating the motivation for the local Party Committee, government, people and business community to resolve to successfully carry out tasks for 2022.
Sharing efforts in overcoming difficulties
According to a report by provincial People's Committee at the 3rd session of the 10th provincial People's Council, despite facing many difficulties, due to Covid-19 pandemic, the province still gained many positive results in socio-economic development in 2021. The province achieved and exceeded 10 out of 18 targets in the year. The province’s economic growth, industrial production index, total retail sales revenue of goods and services, consumption, export-import turnover, and credit maintained growth compared to 2020. The province’s FDI attraction exceeded the year’s plan and increased sharply over the same period. The province’s State budget collection surpassed provincial People's Council's estimate. The province’s socio-cultural fields also reached many positive changes with national defense and security maintained. Especially, social welfare policies, supporting people, employees and employers affected by the pandemic was effectively implemented by the province. In addition to implementing the policies of the Government, the province promptly issued support policies and deployed the disbursement of support packages for the affected subjects.

The results achieved in the context of the complicated developments of the pandemic, seriously affecting all aspects of production and life are very encouraging. However, according to provincial People's Committee, difficulties and challenges have still existed. Particularly, economic growth and the development of industries and fields, especially industrial manufacture and services still faced many difficulties with growth that was lower than in 2020. The province’s economic structure was shifted slowly. Province-based enterprises suspended operations while the local disbursement of public investment capital was still low. The province’s administrative reform did not made any breakthroughs with the Provincial Governance and Public Administration Performance Index (PAPI) that was still low...
Safe adaptation for growth
It is forecasted that in 2022, the international and domestic situation will have advantages, opportunities and difficulties, of which the biggest difficulty is still the complicated development of the Covid-19 pandemic with dangerous new strains. 2022 is the second year of implementing the Resolution of the 11th provincial Party Congress and the five-year socio-economic development plan from 2021-2025. On the basis of acknowledging advantages and disadvantages, the province will focus on carrying out a number of key tasks, including further mobilizing all necessary resources and conditions to maintain the "new normal" state to ensure safety and efficiency, and resolutely prevent the outbreak of the pandemic. The province will also continue supporting enterprises and workers, aiming to recover production, business, goods circulation, and promote socio-economic development.
One of the key tasks that will be drastically implemented by the province in 2022 is the mobilization of resources to accelerate the progress of synchronous infrastructure investment, especially important traffic projects such as the belt road 3, the belt road 4 and Ho Chi Minh- Thu Dau Mot - Chon Thanh expressway, the project of upgrading National Highway 13, the project of anti-traffic jam on roads like My Phuoc - Tan Van, DT746, DT747B, DT743...
The province will further complete the planning for the 2021-2030 period, with a vision to 2050; implement a plan on housing development and a program on urban development associated with the construction of Binh Duong smart city. In addition, the province will attach special importance to developing culture, ensuring social welfare and people's lives, especially the effective implementation of policies to support those affected by the Covid-19 pandemic; prioritize investment resources to improve the operational efficiency of the local healthcare system while upgrading regional general clinics, building general clinics in industrial parks to meet requirements of Covid-19 prevention and control as well as treatment of common diseases.
To realize the local goals in 2022 and the following years, provincial Party Committee will focus on leading and directing the building of a pure and strong Party Committee, enhancing the leadership capacity and combat strength of the Party Committee while building up an effective and efficient government and upholding the strength of great national unity in the implementation of the local goals and tasks; synchronously and effectively implement solutions against Covid-19 pandemic with improving the quality of growth and increasing the scale of the economy, accelerating industrial restructuring, focusing on rapidly developing high-quality services in association with processing industry and new-style rural construction, consolidating and strengthening national defense and welfare, and expanding foreign relations.
The task set out in 2022 is very onerous, but with the foundation of the results achieved in 2021 and the identification of opportunities, advantages, difficulties and challenges, Binh Duong will continue being determined to successfully carry out the "dual tasks" of Covid-19 prevention-control and socio-economic development, striving to successfully implement the Resolution of the 11th provincial Party Congress for the 2020-2025 tenure.
Along with socio-economic development tasks, the province will strengthen Party building with focus on further promoting the tradition of solidarity within the Party and people from all strata; continue strengthening the local political system, research and issue a number of appropriate policies in order to uphold the operational capacity of the apparatus, especially at grassroots level, contributing to the local development.
