The occupancy rate of industrial parks is already quite high, Binh Duong is accelerating the adjustment and re-planning of industrial zones towards greening, developing circular economy, attracting high-tech industries to heighten economic efficiency and more sustainable development.
To be in agreement with reality
Binh Duong is becoming one of the leading localities in the country in investment attraction to industrial zones. Currently, many industrial parks have become trademarks, helping Binh Duong to attract investment from large firms and multinational corporations. However, in order to continue to maintain its attractiveness to investors, in the coming time, Binh Duong will upgrade existing IPs to become smarter, and develop new industrial parks towards modernity and ecology.
Specifically, scientific technological industrial park is one of the key projects of the Binh Duong Smart City Project, a close cooperation between the province and World Technopolis Association (WTA), a model learned from Daejeon city (Korea), Eindhoven (Netherlands) and many other scientific cities in the world. The scientific technological industrial park was built to attract corporations, SMEs, start-ups in key manufacturing industries with high added value, suitable for the current period.
The recent establishment of VSIP 3 is also a way to declare the province’s determination to build a new industrial ecosystem - the industrial - high-tech ecosystem. According to Nguyen Chi Toan, Marketing Director of VSIP Group, VSIP is trying to move towards the net zero emissions that Vietnam has committed at COP26. Currently, VSIPs focus on "greening" to attract quality projects, large corporations and experts.
Among the established industrial zones in Binh Duong, 2 industrial zones were invested by 100% foreign-invested enterprises, with a total registered investment capital of VND6,816 billion; 3 joint venture industrial zones with investment capital of 11,581 billion VND. The remaining industrial zones are invested by domestic economic organizations, with a total investment capital of 14,406 billion VND.
Nguyen Trung Tin, Head of Management Board of Provincial Industrial Parks, said that Binh Duong has established 29 industrial zones, with a total area of more than 12,662 hectares, of which 27 industrial zones have been put into operation with a total area of more than 10,962 hectares. It can be seen that the current land fund of industrial parks in Binh Duong has reached a high occupancy rate. In the coming period, the investment attraction into industrial zones of the province will have a transformation to specialization, ecology, intelligence, and will create a new attraction. Therefore, existing and new industrial parks need solutions to improve their competitiveness to take advantage of the increasing demand.
Eco-smart industrial park is considered as one of the new eco-systems to complement the existing industrial-urban-service model of Binh Duong.
Sustainable growth
The construction of new generation industrial zones is considered a solution that not only overcomes the limitations and inadequacies of environmental problems, reduces waste of resources but also facilitate sustainable growth. Speaking at a recent conference announcing the pre-feasibility study results on the development potential of the eco-industrial park in Binh Duong, Nah Yoon Shin, a private sector expert from the World Bank, said that the implementation of the eco-industrial park will help reduce production costs, improve the decarbonization rating and enhance the competitiveness of both investors and the industrial park. The development of the eco-industrial park in Binh Duong is expected to bring many benefits, including knowledge enrichment, FDI attraction and cost savings, making it an attractive destination for leading investors.
Grasping and adapting quickly to the continuous development of science and technology, and at the same time to establish a solid foundation for the sustainable development of Binh Duong, the province's new generation industrial parks such as VSIP 3, scientific technological industrial park, urban - service industrial park... will bring a comprehensive ecosystem for technology and knowledge application activities. These IPs are expected to play a key role in transforming existing IPs into smart ones, step by step helping Binh Duong to have a solid foundation in science, master and create new production tools based on science and technology, to anticipate new opportunities in the digital era and the industrial revolution 4.0.
From the perspective of an industrial park developer, leaders of Becamex IDC Corporation believed that to further innovate the development model, the smart - eco-industrial park is considered as one of the important and inevitable new-type ecosystems of the times to complement the existing industrial - urban - service model. In addition to providing a full range of service, technical and social infrastructure, Becamex IDC will gradually transform existing IPs to improve its efficiency and sustainability through improving the management and operation model to best support investors.
Nguyen Van Hung, Chairman of Becamex IDC, said that in order to effectively promote the eco-industrial park model, in the coming time, there should be more guidance on technical regulations and standards from ministries and technical guidance from domestic and international experts, especially for industrial symbiotic networks and circular economy solutions. In addition, it is necessary to supplement preferential policies for eco-industrial parks, eco-enterprises, etc. to encourage enterprises and localities to develop implementation plans, responding to the transformation and construction of new eco-industrial parks.
