In recent years, the party and union building in non-state enterprises have been determined as significant in building up the Party and worker class. The local Party Committee has demanded its grassroots, peer unions and related sectors to build up detail plans and programs to accomplish the above tasks.Meaningful figuresImplementing Directive No. 07-CT/TW dated November 23, 1996 of the 8th tenure Politburo on “intensifying Party and union building among non-state enterprises, limited companies, joint stock-private enterprises or private establishments and FDI enterprises, (hereinafter called Directive No. 07 of Politburo), the Standing Committee of local Party Committee has demanded the belonging Party cells and social-political organizations to implementa and grasp up the Directive. Mr. Tran Van Phuc (far right), Secretary of Party Committee of Enterprise Block awards photography of President Ho Chi Minh to representative of Saigon-Binh Duong Investment Joint Stock Company on their introduction of its Party cell As for August 2013, Binh Duong Provincial Party Committee has 59 Party organizations established in non-state enterprises (including 55 grassroots, 4 sub-cells, and 7 cells established in FDI enterprises) with 869 Party members.Majority of the Party organizations in non-state enterprises have been established on basis of gathering Party members working for the enterprises who are mainly service-completion soldiers and retired officials being transferred from state-own enterprises to non-state enterprises. They have promoted their leading and model roles in Party activities.Besides, in recent years, the provicne has promoted the refinement, construction, and development of unions in non-state enterprises. By the middle of 2013, 1,837 unions in the grassroots have been established in non-state enterprises or 82% of eligible enterprises for union establishment with 454,809 members.Labor unions within non-state enterprises have made great contribution to building up the Party in general and particularly within the non-state enterprises. To gain such achievements was thanks to active leadership and direction of the Party Committee and related units. They are significantly meaningful figures in the stage of developing the Party and unions in non-state enterprises.To promote information disseminationIn recent reception and working session with working group of Central Organization on implementation of Directive No. 07 of Politburo, Chair of Provincial People’s Council, Mr. Vu Minh Sang asserted that, the local Party Committee has conducted timely implementation of the directive and conclusion of the Secretariat during the reviewing and conclusion of each stage.The Party cells under local Party Committee and social-political organizations and related units constructed specific plans to implement Directive No. 07 of the Politburo. The achievements made in constructing and developing Party organizations in non-state enterprises signified steps forward; however, such achievements failed to match the demands and potentials of the locality.Measures have been proposed to maintain the achievements made in terms of developing Party organizations and unions in non-state enterprises.The measures included improvement of activity quality and construction quality of Party organizations in non-state enterprises and leading, modeling role of each member.
