After September 30, Binh Duong is still in the phase 1 of socio-economic recovery roadmap under the local plan announced earlier. Depending on the situation of each locality and region, the province will reopen activities in each appropriate time. From the point of view of "safety to produce, production must be safe", localities have encouraged "3-green" enterprises to resume operation while bringing healthcare to industrial parks and compounds with the goals of preventing, controlling the pandemic and taking care of workers’ health in the "new normal" condition.
Prioritizing recovery of production activities in the "green zone"
In the spirit of "production must be safe and safety will be produced", the province will give priority to recovering socio-economic activities in the "green zones", including Phu Giao, Dau Tieng, Bau Bang, North Tan Uyen districts, Ben Cat town and Thu Dau Mot city; continue focusing on implementing solutions to lock down the "red” zones and spots"; expand the "green zone" under the roadmap of phase 1 from September 15 to October 31.

Nguyen Trong An, Chairman of Ben Cat town’s People's Committee said that up to now, the town has had 3,291 enterprises registering to implement the "3 on-site", "1 road, 2 locations", “3 green” production models with 270,000 employees. There are also 386 enterprises applying for new registration with 53,000 employees. However, enterprises in industrial parks are still waiting for provincial Industrial Parks’ Management Board and competent authorities to appraise for implementation. Meanwhile, enterprises outside industrial parks are being appraised by localities. Like Ben Cat town, other "green zones" in the province are still conducting the assessment of conditions for enterprises before resuming operation.
As the roadmap approved by the province, it is expected that in early October, when basically achieving herd immunity, containing the pandemic without the “red” and “yellow” zones, the province will reopen socio-economic activities selectively, with priority to industrial production, trade-services. Non-essential services such as karaoke venues, pubs, bars and massage parlours… will remain closed. In case of the pandemic getting worse, the province will adjust back to the previous stage or have tighter management, which is depended on the level and recommendations of the health sector.

Enterprises ready to resume operation
As planned, localities will basically complete the appraisal of necessary conditions for enterprises to implement the “3 green” model (green factories, green lodging facilities and green workers) to resume operation after September 30.
Motomotion Co., Ltd., in the My Phuoc I Industrial Park in Ben Cat town has submitted a production plan under the "3 green" model with 100% of workers back to work to local authorities.
As an enterprise in the "red zone", Pungkook Saigon II Co., Ltd., in the Song Than I Industrial Park in Di An city is not possible to resume operation immediately. But, the company has prepared conditions for bringing workers back to the factory. Mr. Park Soon Tae, General Director of the company said that the company has registered to produce under the "3 green" model. The company has reached 20.6% of Covid-19 infection risk when making self-assessment under the Ministry of Health’s Decision No. 2194/QD-BYT. So far, all company workers have been vaccinated with at least 1 dose of Covid-19 vaccine before coming back to work. When resuming operation, the company’s factory will be sprayed disinfectant weekly. All company workers will be sampled for Covid-19 testing. Only workers with negative results will be allowed to come back to work.
Also according to Mr.Park Soon Tae, the company has prepared for the “3 green” production model. Accordingly, "green workers" will have to live in areas identified as the "green zones". Specifically, for workers staying at lodging facilities, the company has been proactive to contact landlords to arrange them to live in the same area. In addition, the company has also arranged 1 doctor and 4 nurses who have been trained to take samples for testing on workers.
Representative of provincial Industrial Parks’ Management Board said that the province is still giving priority to recovering production activities for the "green zones". For some enterprises in the "red zone", workers do not live in the same place. Some live in the "green zone" while others live in the "red zone". This is a problem if enterprises in the "red zone" are allowed to resume operation at this time. Along with that, most workers have not completed the second shot of Covid-19 vaccine yet, so the risk of pandemic outbreaks in factories and enterprises will be very high.
Possibly speaking, although the pandemic has been basically put under control, the province's view is to be not subjective, impatient for the reopening of all types of trade and services, especially in high-risk areas; gradually ease social distancing measures in line with each locality’s pandemic prevention- control under the roadmap along with strict control measures and solutions to ensure socio-economic recovery, pandemic prevention and control.
The province is proposing the Government to continue allocating Covid-19 vaccines to be able to give the second shot for the entire population, especially organize injections for people under 18 to increase herd immunity. In addition, the province continues mobilizing resources to drastically implement measures to quickly narrow the "red zones", firmly protect and expand the "green zones"; ensure social welfare, not leaving any people go hungry while guaranteeing the local security, order and social safety.
