At the 4th Southeast Region conference recently held in Dong Nai province, leaders of many localities announced key transportation projects connecting the Southeast region, including the Ho Chi Minh City Ring Road 3 Project is facing difficulties in site clearance and lack of sand for leveling, causing the project to fall behind the proposed schedule. On the side of Binh Duong, the project has been executed on schedule. The province is also making efforts to clear lands Binh Goi Bridge area to speed up the construction progress.

Local leaders made summaries of coordination work, especially the progress of regional connection projects, the potential for developing trade, tourism, and developing road and water transport in the Dong Nai basin, at the same time proposed planning for Saigon River, cooperation in preventing and combating illegal sand mining... Delegates also put forward the orientation for railway connection between localities in the region, the need for metro lines next to ring roads and expressways to create more development momentum.

Sharing at the conference, Nguyen Minh Ngoc, Chairman of People's Committee of Tay Ninh province, said that for a long-term vision, besides the highways connecting the region, there is a need for planning railways and metro lines to create more development motivation and trade, especially developing tours with many attractive destinations for tourists.

Meanwhile, Tran Tue Hien, Chairman of People's Committee of Binh Phuoc province, affirmed that the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway is a project being expected by local people, authorities as well as businesses. Besides, the Trans-Asia railway and the railway connecting from Song Than station through Binh Duong to Hoa Lu Border Gate will also be key projects to connect and develop, not only for Binh Phuoc province but also for the whole Southeastern key economic region. Binh Phuoc province is focusing on site clearance so that projects can be implemented on schedule.
The Ministry of Transport has issued a document requesting the Vietnam Road Administration to soon complete the infrastructure planning for Ho Chi Minh City's Ring Road 4. According to the Ministry of Transport, currently provinces and cities such as Ho Chi Minh City, Ba Ria - Vung Tau, Dong Nai, Binh Duong and Long An, are preparing to invest in component projects in the area according to the public-private partnership method. However, the results of investment research proposed by localities currently show no consensus or synchronization on the scale and technical standards of expressways as well as parallel roads during the investment phasing period. The Ministry of Transport requires that during the planning process, it is necessary to specifically identify route sections that will remain unchanged according to the previous detailed planning, and route sections that are expected to be locally adjusted; review alignment agreements between component projects; have an overall assessment of alignment options researched by localities. |
Speaking at the conference, Vo Van Minh, Chairman of Binh Duong Provincial People's Committee, also shared some results of the province's socio-economic development and the coordination of transport infrastructure construction with localities. Namely, in the first quarter of 2024, the province is carrying out drastically and comprehensively regional transport projects. “Up to now, Binh Duong plans to allocate more than 33,036 billion VND for Ring Road 3, Ring Road 4 and Ho Chi Minh - Thu Dau Mot - Chon Thanh Expressway projects. The province has also agreed with neighboring localities on traffic connection points, and also directly commented on the planning of Dong Nai, Binh Phuoc, and Tay Ninh provinces. In the coming time, Binh Duong will continue to coordinate with provinces and cities to review and propose to the Ministry of Planning and Investment to fully absorb comments of other localities in the region, and soon complete the Southeastern regional planning for 2021-2030 period, with a vision to 2050, in accordance with general orientations; At the same time, to research and supplement the development planning of the Saigon and Dong Nai River corridors," said Minh.
Focus on logistics development
As emphasizing product competitiveness, in which Logistics costs are one of the "hot" issues, accounting for about 20-25% of costs, reducing competitive advantage, Nguyen Hong Linh, Member of the Party Central Committee, Secretary of Dong Nai Provincial Party Committee, said that the economy of the Southeast region in the coming time needs to develop a Logistics system capable of meeting demands of the entire region. From there, it will contribute to reducing costs and product prices when reaching consumers, reducing production costs for enterprises so that products have a more competitive advantage in the market.
The construction of 47.96km long Bac Tan Uyen - Phu Giao - Bau Bang power road, the 12.2km branch from Tam Lap (Phu Giao) to Dong Phu district (Binh Phuoc), is being accelerated, expected to be completed in April 2024
Regarding this issue, Mr. Vo Van Minh said that Binh Duong has implemented many solutions to encourage logistics service businesses to research, apply and build logistics service chains at levels 3 and 4, aim at level 5 (electronic logistics) based on the development of modern, effective and professional e-commerce and supply chain management.
At the conference, Minh also made some recommendations and proposals to further promote effectiveness in coordination, thereby ensuring progress of important tasks of the region. Namely, for the Ring Road 3 project, the province is urgently preparing and completing documents to adjust and supplement the branches of Tan Van intersection and the parallel bridge at Binh Goi bridge across the Saigon River under project component 5. After completing the plan, it is recommended that the People's Committee of Ho Chi Minh City unify and submit to the competent authority to adjust the investment policy.
For the Ring Road 4 project of Ho Chi Minh City, Binh Duong proposed that People's Committee of Dong Nai province soon have a written agreement with People's Committee of Binh Duong province on the location of the Thu Bien bridge joint. For the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, it is recommended that the Ho Chi Minh City People's Committee soon deploy 1.65km of expressway paths in Ho Chi Minh City for synchronous exploitation of the expressway. At the same time, it is recommended that Binh Phuoc province soon deploy investment in the 7.1km section through this area, synchronized with the section through Binh Duong province expected to start construction in September 2024. Ho Chi Minh City People's Committee needs to soon direct and speed up the implementation of the project to raise the clearance of Binh Trieu 1 bridge and Binh Phuoc 1 bridge to soon improve the efficiency of waterway transport exploitation on the Saigon River.
