In the morning of July 14, the 6th session of the 10th provincial People's Council (regular meeting in mid-2022) opened. Attending the meeting was Mr. Nguyen Van Loi, Member of the Party Central Committee, Secretary of the provincial Party Committee, Head of the provincial National Assembly Delegation; Mr. Nguyen Hoang Thao, Standing Deputy Secretary of the provincial Party Committee; Mr. Vo Van Minh, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People's Committee; Mr. Pham Van Chanh, Standing Member of provincial Party Committee, Chairman of Provincial People's Council; Mr. Nguyen Van Loc, Standing Member, Head of the provincial Party Committee's Mass Mobilization Committee, Chairman of the provincial Vietnamese Fatherland Front Committee, leaders of departments, agencies, and members of the National Assembly and provincial People's Council.

To focus on fulfilling the meeting agenda
Speaking at the opening of the meeting, Mr. Pham Van Chanh said that in recent months, all levels, branches and the whole political system, businesses and people of all classes in the province have made great efforts and determination in the following activities of directing and operating production and business to soon overcome difficulties and challenges, and to speed up the process of socio-economic recovery and development of the locality. As a result, the province's economic growth had gained a good level. Education and training have achieved many positive results. Cultural, artistic and sports activities are interested in diverse and rich organization. Especially, in the first 6 months of 2022, Binh Duong had organized many important events and conferences and received many awards earning the great concern of central and regional leaders to positively impact the province's socio-economic development.
However, the socio-economic situation of the province is still limited, requiring that in the last 6 months of the year, all levels and sectors need to further strengthen solidarity and efforts to strive to overcome difficulties and limitations to successfully complete the resolutions of the provincial People's Council on the tasks of socio-economic development in 2022, and continue to create momentum for sustainable development for the following years. Therefore, at this regular meeting, the provincial People's Council discuss, consider and decide on many important local issues, which are the basis for the provincial People's Committee to operate and perform the task of socio-economic development in association with ensuring national defense and security in the province.
Mr. Pham Van Chanh emphasized that the 6th session of the 10th provincial People's Council only took place in 2 days, but the workload of the meeting was very large. In order to ensure the completion of the contents and agenda of the meeting with the highest quality and results, the chairperson of the meeting suggested that the provincial People's Council delegates raise their sense of responsibility before voters and people, develop and promote the spirit of democracy, intelligence, responsibility, discipline and solidarity to complete the meeting agenda, especially focusing on discussing key contents affecting people's lives to motivate socio-economic development and ensure national defense and security of the province.
Complete solutions to overcome drawbacks
One of the important contents at the meeting was to focus on assessing the province's socio-economic development results in the first six months of 2022, especially the impact of post-pandemic socio-economic recovery and development policies. The year 2022 was of great significance in the implementation of the Socio-Economic Development and Recovery Program, which was a "breakthrough" to successfully realize the objectives of the Five-Year Socio-Economic Development Plan of 2021-2025. Standing provincial People's Council and provincial People's Council Committees highly appreciated the drastic direction and management of the provincial People's Committee and the joint effort and consensus of the people and business community, contributing to the socio-economic development of the province in the first 6 months of 2022 continue to maintain the growth rate as social security is taken care of and guaranteed.
Presenting the report on socio-economic development in the first 6 months of the year and key tasks in the last 6 months of 2022, Mr. Nguyen Van Danh, Deputy Chairman of the provincial People's Committee, said that in the first 6 months of 2022, despite the recovery efforts after the peak of the Covid-19 pandemic, all socio-economic fields of Binh Duong were stable and developed with many important indicators growing higher than the whole country. Binh Duong also led the country in terms of per capita income for 2 consecutive years (2020-2021). The flow of foreign direct investment (FDI) continues to increase as the economic picture of the province is promising and thriving.
Among the 34 socio-economic development targets approved in Resolution No. 42/NQ-HDND dated December 10, 2021 of the provincial People's Council on the socio-economic development plan in 2022, up to now, 13 out of 34 targets have met and exceeded the plan; 4 out of 34 indicators were low; the remaining targets were all maintained at a stable increase and expected to reach the set plan by the end of 2022. In which, the province's gross domestic product (GRDP) increased by 6.84% over the same period in 2021, which was a higher growth rate compared to the same period in 2020 and 2021. Industrial production index increased by 8 .35% in the same period of 2021, an increase of 8.23%. In the first 6 months of the year, 3,023 newly registered enterprises have been accounted for a total registered capital of VND 18,896 billion; the number of enterprises registered for dissolution decreased by 37.5% over the same period in 2021, showing that the province's economy is recovering.
Besides the results, some shortcomings and limitations that need to be focused on at the meeting remained. That is the possibility of the emergence of a new strain of COVID-19 that threatens to affect the implementation of the new normal policy and the process of economic recovery; 4 targets that are low compared to the plan (growth rate of import turnover, state budget expenditure, number of doctors per ten thousand people, number of hospital beds per ten thousand people) should be achieved; solutions to ensure the successful implementation of the budget collection plan, public investment plan, planning work, prevention and control of infectious diseases like dengue fever, hand, foot and mouth disease amont others.
The report also stated that, in the last 6 months of 2022, the province will focus on consolidating and improving the quality of grassroots health care and vaccination coverage for people in the province, reviewing and removing barriers and obstacles hindering production and business activities, clearing bottlenecks in mobilizing and using economic resources, striving to complete the set plan. Along with the above-mentioned tasks, the province will focus on correctly, fully and timely collecting the remaining revenues to the State budget to supplement capital for development investment. At the same time, the provincial People's Committee will focus on effectively implementing projects with inter-regional impacts like Vanh Dai 3, Vanh Dai 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway through the province, coordination of implementing projects on Bach Dang 2 bridge connecting with Dong Nai province, static lifting of Binh Trieu 1 bridge on Saigon river, upgrading and expanding National Highway 13, My Phuoc - Tan Van highway, and An Tay port.
