To manage, operate well ODA projects 

After 5 days of surveying at Di An town, on June 5th, Mr. Lixing Gu, Head of Technical Support Team under World Bank (WB), reported survey results to provincial People’s Committee (PPC). Mr. Tran Thanh Liem, Vice Chairman of PPC, received and had a working session with the delegation.

On behalf of the survey team, Mr. Lixing Gu appreciated Binh Duong province’s management and operation of ODA projects; and suggested the combination of sewage collecting, processing and urban drainage in order to save investment costs, and help protecting the Dong Nai River basin. Despite the overall planning has been approved since 2009, the location of the plant, pumping stations does not fit with the natural terrain, thus needs to be adjusted to save operating and processing costs. People do benefit from the project, thus should contribute capital in order for the project to reimburse. Up to now, WB has not received any proposals from Central Government, thus PPC should accelerate the fulfillment of legal requirements to take out ODA loan.

On behalf of the province, Mr. Tran Thanh Liem thanked practical contributions from the delegation. Provincial People’s Council has handled capital for sewage processing. However, at the present, local government is subsidizing the project until the number of connected households reach required rate to impose fees.

Binh Duong province will soon establish a Steering Committee headed by PPC’s Vice Chairman to direct the legal requirement fulfillment. PPC ensured that 15% investment capital of the project will be funded by provincial budget as promised.
