Vu Minh Sang calls for breakthrough and development of major industries

In discussion hours of the 18th session of the 7th tenure Provincial People’s Council, Party Committee permanent Vice Secretary, cum People’s Council Chairman Vu Minh Sang stressed on 3 key issues of boosting socio-economic development in 2011, including major construction while delegates discussed and evaluated results of resolution implementation in 2010 and forecast that chances and challenges lie ahead in 2011.

 

By great efforts the Party, people and army in the province have accomplished socio-economic development plan and maintained security and national defense as proposed by resolution of Provincial People’s Council as follows:

 

The pros:

-       Fast economic recovery with higher service and trade turn-over than estimation and developmental momentum regained in industrial sectors and export.

-       High growth rate of manufacturing and agriculture with GDP overriding estimation.

-       Budget collection is much higher than estimation with more progress in disbursement for capital construction.

 

The cons:

-       Low economic competitiveness.

-       Low industrial value, additional industrial sectors are under developed.

-       Urban planning and construction fails to satisfy development needs.

-       Environmental hot spots have not been effectively controlled.

 

As for cultural and social sectors:

The pros:

-       Social security and benefits are improving.

-       Public live hood is better taken care of.

-       Poverty reduction is up to the plan.

-       Education and training are progressive.

-       More care is taken in terms off health care for the public and protection and care of children as well as gender equality.

 

The cons:

-       Education quality makes slow progress, causing disagreement in society.

-       Overloading due to lack of staffs in hospitals has not been resolved effectively.

 

As for law enforcement:

The pros:

-       Tasks of crime fighting and preventing have been effective.

-       Investigation, inspection and prosecution have been progressive.

-       Justice reforms have been effectively implemented.

-       Tasks against corruption and wastefulness have been conducted and brought about great achievements for sectors and levels.

The cons:

-       Limitation of justice remains in appeals of groups with increasing and more complex cases of complaints and appeals.

-       Some administrative procedures are still lengthy and complex.

-       Cases of violating social order have been complex.

-       Cases eliminated by subjective errors higher than objective errors.

 

As for Provincial People’s Council operation, organization and operation have been simplified to ensure high quality and on-schedule inspection which brought about stability of socio-economic and national defense issues. Meetings with voters have also promoted in an effective way.

 

The year 2011 is significantly meaningful for implementation resolutions of the 11 Party Congress and the 9th Provincial Party Congress. To successfully accomplish socio-economic plan for 2011 as the first steps of 5-year plan, Mr. Vu Minh Sang stressed on issues as follows:

 

Economics:

-       Launching breakthrough measures and tasks.

-       Continuing production and exportation to develop locomotive industries.

-       Transferring agricultural economics to promote high-tech development orientation.

-       Supporting broadcasting and promoting trade.

-       Promoting advance technology transferring.

-       Boosting up major construction, especially environment protection oriented ones.

-       Enhancing natural and mineral recourses management.

-       Boosting up general plan for urban construction in Binh Duong along with effective construction of Binh Duong New City in a whole and administrative center in particular.

Cultural and Social issues:

-       Promoting socialization of education, health care, culture, and sports.

-       Effectively managing sensitive cultural services.

-       Boosting up inspection and punishment against violators of regulations on culture and social activities to resolve concerned issues.

Law enforcement:

-       Continuing promoting administrative reforms.

-       Making dramatically progress in fights against corruption, red tape and wastefulness.

-       Improving national program of crime fighting.

-       Determining to strike back social evils.
