In 2020, Binh Duong's Provincial Competitiveness Index (PCI) went up to 9 ranks, from 13th (in 2019) to 4th, and entered the top 10 localities having highest economic governance quality in the PCI 2020 rankings. This is the result of Binh Duong's ceaseless efforts over the past development stages as well as the next one.

Thanks to the right directions, creative and flexible ways, Binh Duong's investment attraction has gained quite impressive results. Due to the improvement of a favorable investment environment in parallel with sustainable development, in recent years, Binh Duong has considered the reform of administrative procedures as an important step that is in need of a breakthrough, apart from infrastructure, land, electricity, water supply... Besides, Binh Duong focuses on solutions of construction investment, perfecting technical infrastructure, improving the quality of human resources, taking care of material and spiritual life of workers.

On that solid foundation, in 2020, Binh Duong Provincial Competitiveness Index (PCI) made a breakthrough with an increase of 2.78 points thanks to the positive assessment of enterprises in terms of market entry (up 1.22 points) and business support (up 0.19 points). This shows that, even during the pandemic, the motivation for good reform practices has been spreading. Binh Duong province checked and completed OSS mechanism for business registration, settling investment procedures, and publicize mechanisms, policies and processes. Additionally, Binh Duong has strengthened the coordination among governmental branches and levels in attracting and managing investment projects to create favorable conditions and solve problems for projects to be carried out quickly.

Nguyen Thanh Nghia, Directors Board's Chairman of Dai Thien Loc Steel Company, said that Binh Duong is a locality that performs well the improvement of infrastructure, creates favorable conditions for businesses to develop. Recently, the accelerated reform of administrative procedures has helped shorten administrative dossiers and created favorable conditions in production and business. In the coming time, Mr. Nguyen expressed his wish that Binh Duong would continue to promote coordination among branches and levels, develop the OSS mechanism for smoother administrative processes and procedures.

With the motto "taking good care of an investor, there will be more new investors", provincial leaders, leaders of departments and branches regularly meet and hold talks with industry associations and companies to listen to their suggestions and aspirations to promptly remove difficulties, help companies operate stably and effectively. Yamamoto Kazuhito, General Director of Taisei Bijutsu Printing (Vietnam) Company, affirmed that these meetings and discussions have proved the spirit of openness, careful implementation of commitments made by the province. “Binh Duong not only possesses outstanding strengths in resources, infrastructure, planning, but also is outstanding in administrative reform, improving competitiveness. The unique strengths of Binh Duong have helped us to execute projects very smoothly and also a great opportunity for us to have a sustainable development step here. Investors feel friendliness and secure when making investment in Binh Duong”, said Yamamoto Kazuhito.

To pay attention to quality of growth

In fact, in 2020, although it is affected by the COVID-19, with an consistent, frequently innovated, and creative policy of investment attraction, Binh Duong has implemented effectively a new generation of foreign investment attraction strategy. This is a good sign that the investment environment in the province is always attractive, contributing to creating a premise for good growth rate in the next stage.

In the new period, with the existing foundation of economic development, urban infrastructure, synchronous transportation network, system of modern industrial zones, Binh Duong is determined to gradually improve the quality of development, investment attraction integrated with production following the trend of advanced science - technology, less labor-intensive work, successfully implementing the Binh Duong Innovation Region project.

Nguyen Thanh Truc, Vice Chairman of Provincial People's Committee, said that Binh Duong is currently implementing an innovation program in investment attraction with the aim of attracting partners with strong potential, major economic groups in the world. The province gives priority to investment in high-tech, high added value, low-labor-intensive and environment-friendly industries. In particular, the province focuses on attracting investment in industrial parks and industrial clusters that have been planned. In addition to conventional fields of investment attraction, in its direction of sustainable development, Binh Duong is focusing on economic restructuring by promoting trade - high quality services, creating a breakthrough in new stage.

Because infrastructure is a breakthrough, Tran Van Nam, Member of the Party Central Committee, Secretary of Provincial Party Committee, Head of Provincial National Assembly's delegation, affirmed that in the next 5 years (2020- 2025), the province will focus on building and completing infrastructure. In particular, the immediate goal in 2021 and the following years is to build a complete transport infrastructure in the province and connecting with regions. To apply digital technology, advanced science and technology into production, train skilled and professional human resources to meet higher requirements of companies. With these basic orientations, Binh Duong is determined to improve the quality of growth and make more sustainable development in the coming time. In addition to using the State resources effectively, the province mobilizes social resources to invest in the development of transport, industrial, service and urban infrastructure; to attach importance to traffic infrastructure to expand regional connectivity, creating a driving force for socio-economic development.

Bui Minh Tri, Head of Provincial Industrial Parks' Management Board: Binh Duong is encouraging and supporting strategic investors, large-scale investment projects, regularly holds conferences with companies to promptly collect new information, solve difficulties. In 2020, despite the impact of COVID-19, foreign investment attraction in the province reached 1.9 billion USD, of which FDI attracted to industrial zones reached over 1 billion USD.
