Management improvement and smart city building from technological solutions

To implement the Revolution 4.0 as well as the smart city plan, Binh Duong province has many opportunities to apply new scientific and technological advancement into production by transfer of technology from a variety of channels, including education channels and enhancing state management functions through the exchange, consultation of leading experts in the world.

Technology transfer from "education"

In the market economy, businesses always set the goal of profit on top. To achieve that goal, enterprises have to improve their creativity and innovation. Under the conditions of the Revolution 4.0, mastering technology is the key to success. Nguyen Binh Phuoc, Deputy Director of Department of Science and Technology, said that the renovation of machinery and equipment also meant strengthening production capacity of enterprises in both quantity and quality.

In Binh Duong, technology investment in production is mainly "self-mobilized" from the selection of technology to financial autonomy. Technology transfers, Department of Science and Technology evaluated, are currently mainly from FDI enterprises in the form of foreign parent companies transferring production lines and technologies to their subsidiaries or factories in Binh Duong.

Speaking at the international seminar "Transfer of Russian technology and solutions for intelligent factory, smart city" at Binh Duong University in May 2018, experts from Saint Petersburg University (Russia) assessed, besides technology transfer of from enterprises, the technology transfer from education was also important. Students' scientific research activities would satisfy demands of businesses and in accordance with the practice of each locality, each field.

"Scientific technological (ST) activities are indispensable in tertiary institutions, students with many innovative ideas and new thinking is potential for start-ups and ST development projects. At the same time, this activity creates intellectual products in order to contribute to stimulating production, technological renewal, productivity, product quality of branches and localities, especially in the construction of Binh Duong smart city", Mr. Phuoc emphasized.

To enhance management functions

According to experts of IBM at the 15th IBM CSC International Volunteer Program in Binh Duong province, departments and sectors of Binh Duong province are currently investing IT management. However, the level of application, exploitation is still not high; management is still mainly by paperwork. Lee Helgeson, a US IBM expert, said health system in Binh Duong collected data, made reports mainly through office software such as Word, Excel, Pdf. The application of information technology is mainly internal in medical examination and treatment, prescription ... has not created the connection between health facilities, as well as between medical facilities and management agencies.

To solve this problem, through working sessions between IBM experts and Center for Information Technology - Archives of Department of Natural Resources and Environment, Provincial Job Service Center (Department of Labor, Invalids and Social Affairs) and Department of Health, the experts recommend these units should share a statistical program, management according to the characteristics of each sector.

Sree Harshav, an IT specialist of India IBM, said that for the management of the health system, health sector should use a unified program from province to localities, and this is also the basis for the connection with health facilities, facilitate the transfer of patients from Binh Duong to other hospitals; At the same time, it will help reduce costs and bring efficiency in the process of centralization and data integration. This is also one of the benefits of smart city. In addition to consulting, providing solutions in data processing, mining, and management, IBM experts also suggested management agencies should strengthen IT management in the connection, exporting data in the same system.
