To ensure sufficient electricity supply for production and living activities

In order to supply electricity safely and meet the electricity demand for production, daily activities, the industry and trade branch cooperated with electricity sector to ensure the supply, construct power lines and transformer stations, guarantee safety in use.

To meet development needs

Over the first 6 months of 2020, the commercial electricity output is estimated at 6.6 billion KWh, an increase of 1.42% over the same period last year (of which, industrial supply accounted for 75.9%); electricity saving 159 million KWh (reaching 50.8% of the year's target). Development projects of power lines, transformer stations etc. received attention and assistance to solve difficulties and changed well. The percentage of households using electricity in the province was maintained at 99,997%. The province also supported electricity cost for more than 482,000 customers with a total support amount of VND 230 billion.

Over the first 6 months, the industry and trade authority counseled Provincial People's Committee to consolidate the Steering Committee for safety protection of high-voltage grid works and implement electricity saving, approve the 2020 electricity supply plan, list of important customers using electricity in 2020 in the province, retail price of electricity in Vietnam - Singapore Industrial Park, work out 4 agreements on transmission lines and transformer stations of 500kV, 220kV and 110kV.

Department of Industry and Trade also announced the 110kV line of VSIP 2MR1 to VSIP II MR2 had been approved by Provincial People's Committee. The department was also in charge of the project to relocate power grid to serve the construction of Thu Bien - Dat Cuoc avenue; performed the withdrawal of 110kV transmission line no longer in operation of Binh Duong Tourism Trading Joint Stock Company. In addition, the department implemented Official Letter 1775 / BCT-TKNL dated March 13, 2020 of Ministry of Industry and Trade on the application of online electricity consumption monitoring system of customers in the list of important energy using establishments and agencies, units using State budget; to create favorable conditions for Binh Duong Electricity Company to execute 110kV transformer stations, while completing procedures for adjustment of local detailed planning of industrial parks.

In order to ensure safety in operation and use of electricity, the department recommended to perform the work of electricity safety and electricity saving in 2020; collaborated with Binh Duong Electricity Company to agree on a plan for blackouts in case of an supply demand imbalance of the southern power system. So far, the department also reported to Ministry of Industry and Trade a list of key energy users in the province in 2019, issued a plan to implement electricity safety and electricity savings in 2020, made a list of key energy-users (304 establishments) in the province and sent to Ministry of Industry and Trade for the Prime Minister's approval.

According to evaluation of industry and trade branch, the electricity industry has basically met the electricity demand for production, business and consumption of businesses and people in the province. However, in areas of Thu Dau Mot City, Ben Cat Town, and Tan Uyen Town, the operation of the 110kV transformer stations is overload, can not transfer sources from neighboring transformer stations to solve the power supply to enterprises registering new loads and expanding production line in and outside industrial clusters.

Southern Electricity Corporation is carrying out procedures for the construction of 14 lines and 110kV substations, with a total capacity of 1,231 MVA agreed upon by PPC. However, the construction process is still slow due to difficulties in compensatory, clearance work, leading to the overload in the existing 110kV transformer stations, limiting the ability to solve additional load for new investment projects.

To ensure safety

During the first 6 months of 2020, the number of safe corridor violations of high-voltage grid and electric accidents in the province increased abruptly. Binh Duong Electricity Company cooperated with Department of Industry and Trade to enhance propagation, prevention of violations, raising the sense of electric accident prevention.

The major cause of safe corridor violations and electric accidents is the rapid urban chemical speed, construction works everywhere, while the people really are not aware of the danger. Ho Van Binh, deputy director of provincial Department of Industry and Trade said, the electricity sector actively disseminated and implemented many solutions to prevent incidents, electric accidents, violations of safe corridor.

To remedy this situation, in the coming time, Steering Committee will protect the safety of high-voltage grid projects and perform power savings in the province. Units operating and managing grids will continue to communicate legal documents on electrical safety and Decision No. 18/2015/QD-PPC dated 13th May 2015 issued by PPC stipulating responsibility to manage grid works and handle violations of electrical safety in the province. Binh Duong Electricity Company regularly checks the grids, timely prevent new violations; resolutely handle deliberate violations in accordance with law.

The authority recommend people, enterprises to raise their compliance with regulations on safety corridor of high-voltage grid, and must strengthen the understanding, implement safety measures in the use of electricity, prevention of electric accidents.
