Efforts to overcome difficulties
An Lap is one of the province’s communes with new rural construction in the 2011 and 2015 period. After three-year implementation, thanks to the efforts by the local authorities and people, An Lap commune has so far reached 12 out of 19 criteria on new rural construction. But now, there are still many difficulties in the process of the commune’s new rural construction.

Phan Quang Minh, Chairman of An Lap communal People’s Committee said: “An Lap needs VND500bln to fulfill its project on new rural construction while investment capital from State budget for this project only accounts for 40% of the above figure. That’s reason why the commune has issued a regulation on the mobilization of investment capital for the project. Accordingly, each household will contribute VND500,000 a year to the local authority for implementation of the project. Poor and near-poor households will be exempted and reduced from this contribution. The figure will be VND10mln or VND20mln a year for commune-based firms, farmsteads with VND5mln a year and business households with VND500 a year”.
It is known that in early 2013, people in Dat Do hamlet contributed money and donated land with total value of VND250mln to the local new rural construction program. The volunteer of residents in An Lap commune is a favorable condition for the local authority to fulfill the new rural construction program.
In a bid to complete the fifth criterion of the new rural construction program, An Lap commune has also built a pre-school for the local kids under the support of Dau Tieng Rubber One-Member Co.Ltd.
Stability and development
Along with new rural construction and socio-economic infrastructure development, An Lap commune has attached special importance to the economic stability and development for the local people.
Rubber is now seen as a key plant in An Lap and it accounts for 92% of total growing area for various plants with total productivity of one ton rubber latex/hectare. The local people have so far promoted the development of many new models with high economic efficiency, including those of breeding crocodile, snake, orchid…
Nguyen Van Sang, Chairman of An Lap communal Farmers’ Association said: “The local Farmers’ Association has encouraged the local households to get involved in new business models. The commune is mobilizing snake-breeding households to join a cooperative for this kind of animal to gain better results”.
Thanks to stable economic development, the average income per capita of people in An Lap has reached VND24.5mln a year. With achievements done, it is sure that An Lap commune will fulfill its target program on new rural construction by 2015.
