In the period of 2020-2025, the province continues to promulgate an enhanced set of new rural criteria and models to serve as a basis for promoting the achieved results, aiming to take care of the lives of rural people. In this period and along with building a model new rural area, the selection of Bach Dang commune in Tan Uyen town to build a "Smart Village" is expected to turn this locality into a green symbol of Binh Duong.

As a purely agricultural development locality without factories or enterprises, Bach Dang commune retains a peaceful village space. Bach Dang is surrounded by the Dong Nai River, and the soil is very suitable for the development of typical local fruit varieties. Bach Dang pomelo was recognized as a collective brand in 2011. Notably, the commune is potential for tourism development and has now been for a large-scale tourist area, which is Mekong - Royal Island Golf & Villas. In the future, this place will be one of the new destinations for tourists with a quiet and peaceful village space.

Bach Dang commune has been recognized by the province to meet the new advanced rural standards in 2020. The average personal income is VND 68 million, an increase of 1.97 times compared to 2014. Bach Dang commune has become a typical example in the new rural construction of the province. The most obvious proof is that infrastructure such as electricity, roads, schools, stations and social welfare works have been gradually invested into and completely and spaciously built.

According to the breakthrough program to implement the 12^th Resolution of Bach Dang Commune Party Congress for the 2020-2025 term, by the end of 2024, the commune will meet the criteria of a model new rural area with gardens and rural residential areas for the completed construction of "Smart Village". Ms. Vo Thi Bao Xuyen, Chairwoman of Bach Dang Commune People's Committee, said that for the program to be effective, the consensus of the people is the most important factor as Bach Dang commune will mobilize the wisdom and creativity of the community to join hands to build a "Smart Village". In the coming time, the Party Committee, authorities and people of Bach Dang commune will focus on building a model new rural area with gardens and residential areas associated with building a "smart village", promoting economic development, urban agriculture, and implementing plans to renovate and improve the quality of specialty fruit orchards associated with ecotourism development. The commune continues to apply the quality management system according to ISO 9001: 2015 to settle administrative procedures while creating a favorable environment and conditions to bring into play its advantages and internal resources, strongly attracting external resources in building a sustainable new countryside in order to achieve the goal of bringing the countryside to a comprehensive development in the direction of civilization. The material and spiritual life of the rural population has been gradually improved. Striving to 2025, the commune will reach the model new rural standard as the average income would reach more than VND 83 million a person a year.

Toward a smart village

The provincial People's Committee has issued a pilot plan to build a "smart village" in Bach Dang commune in 2020-2025. Accordingly, the "Smart Village" is built with the goal of creating a place to focus many initiatives on current issues and needs in the community such as technology, agriculture, employment, improved labor productivity, and the cohesion of the community, health, education, energy, waste treatment, green and clean environmental protection etc.

The project of building a new model rural area integrating with smart villages in Bach Dang commune towards the goal of sustainable new rural development has contributed to local economic growth, and at the same time, increase income on the application platform of science and technology to agricultural production in combination with tourism development, turning the locality into a livable place that is friendly to the natural environment. Solutions are selected to build smart villages suitable to the current situation and local potential for practical implementation. Thereon, a model and system of typical "Smart Village" solutions are built to be typical for application in other localities with similar characteristics in the province.

According to the scheme, the town will gather investment resources for Bach Dang commune with solutions of improving and enhancing the value of agricultural products, combining sightseeing with agricultural production, improving the framework infrastructure system for agriculture and tourism, building tourist facilities, and engaging solutions on community development, human resources etc. With specific groups of solutions suitable to the current situation of the commune that are highly feasible and can be implemented and applied in appropriate phases not only in 2021-2025 but also towards 2030 and after 2040, the progress of the commune's new rural construction is constantly improving and developing. It is expected that the total capital plan to implement the project is over VND 702 billion.

In the future, Bach Dang will be a place worth living and friendly with the natural environment as a place to develop smart agriculture and eco-tourism. Unifying the concept and approach of "Smart Village" for Bach Dang commune will create a premise towards building a smart new rural commune in the coming time in order to ensure that the construction of a new rural area is associated with the development process of industrial and urban development of the province with sustainable rural development to ensure harmony of socio-economic, environmental and cultural effects.
