This is the content concerned by delegates of Inspecting delegation provincial Standing People’s Council to prevent corruption in administrative procedures (AP) of land and construction management at related agencies.  Officials of Natural Resources – Environment Department guided people through proceduresEffects from being open in proceduresDepartment of Natural Resources – Environment (DNRE) Deputy Director Mr. Bui Van Hai said, in recent years, reformation of AP had been focused by all leaders and officials of the DNRE. Currently, there are 83 finished procedures involving 39 land procedures. During 2011-2012, the Department resolved 500 files of land transferring, leasing, using purpose changing, and certificate issuing of land using right with an area of 3,365.71ha; evaluated 121 projects of compensation, resettlement with total disbursement of VND475.3 bln; conducted 90 turns of land recovery to construct projects being equivalent to 329.11ha, made land management more disciplined and effective. According to Mr. Hai, to achieve these positive results, the DNRE has applied quality management system of ISO 9001:2008 standard. Its offices and units carried out files listing, duty allocating, file encoding, implementation process monitoring in accordance with ISO standard. As a result, annual ratio of medium-timely resolved files increased, documents archiving was done scientifically, helping management to be more closely, looking up easier. Being open, transparent, adequate in AP management at reception and returning units, on the DNRE’s website has facilitated accessing and monitoring of organizations, individuals. Additionally, the Department organized many online meetings with people and businesses to counsel, solve difficulties in implementation process in order to help people, businesses to be more convenient while completing land procedures. Besides the DNRE, some agencies have carried out well making AP public. In Thuan An town, AP are posted publicly at agencies according to governmental Decree 63 in terms of AP controlling. Thuan An town People’c Committee has applied quality management system of ISO 9001:2008 standard into governmental management of administrative services of land, construction; has implemented public posting of regulations in terms of order, procedure, forms, documents and corrected regularly on website of Thuan An town; has simultaneously oversaw officials in process of AP resolving. Furthermore, Thuan An PC assigned ethical, qualified, enthusiastic officials to receive documents, instruct people to fulfill obligations and rights in order to save time and effort for people.Being open, transparent to prevent corruptionAccording to Mr. Nguyen Quoc Cuong, Deputy Head of Economics – Budget board of provincial People’s Council, websites of the province, the DNRE, Thuan An town PC… have performed well AP publicity and transparency. However, some websites just quote information from provincial website, some localities have not had their own websites yet… Hence, Mr. Cuong urged localities, agencies to improve this condition to prevent corruption in fields of land and construction management.Ms. Tran Thi Kim Van, member of provincial Standing Party Committee, People’s Council Vice Chairwoman, said, being open, transparent in AP, AP reformation in land, construction management have helped corruption averting to be more effective. Namely, many bodies have applied linking one-stop mechanism, quality management system of ISO standard, posted publicly AP sets, AP publicity on websites. These have contributed to corruption prevention.Nevertheless, according to evaluation of People’s Council’s inspecting delegation, IT application to access dossier resolving process has been insufficient, information has not updated timely. Some bodies have not implemented correctly regulations of AP publicity, information are still sketchy, irrationally. Ms.Van required agencies, units to intensify IT application to AP reformation, publicity of AP in land, construction management, conduct seriously democratic office bylaws, review dossiers, correct mistakes, shortcomings of late file return to people.
