On March 8, Vo Van Minh, Deputy Secretary of Provincial Party Committee, Chairman of Provincial People's Committee, chaired the 29th session of Binh Duong Provincial People's Committee. The meeting was attended by Mai Hung Dung, Member of Provincial Party Standing Committee, Permanent Vice Chairman of Provincial People's Committee; representatives of departments, branches, and localities. The meeting approved 17 contents, discussed some important contents, such as: draft decision to issue regulations on unit prices for compensation and support when the State carries out land acquisition, construction planning of North Tan Uyen district until 2040, land use plans in 2023 of districts, towns and cities.
Laborers returns to work stably
According to the assessment, due to common impacts of the global situation, the domestic economy is still facing many difficulties, some targets in the first 2 months of 2023 decreased compared to the same period last year. Therefore, the province continues to implement solutions to remove difficulties in production, business, and export activities for enterprises.
After the Lunar New Year holiday 2023, all competent levels and branches in the province strictly implemented administrative and labor discipline, urgently focused on solving and handling works, especially backlog jobs, jobs behind schedule, and procedures directly related to production, business and investment of enterprises. The report shows that 90% of employees had returned to work on time; large-scale enterprises had higher rate of workers returning to work than the previous year, reaching over 95%.

Employment situation after Tet has changed positively, many enterprises inside and outside industrial zones are in need of a large number of workers to meet production needs, this is a favorable condition for enterprises to stabilize production from the beginning of the year. However, in the first months of 2023, enterprises lacked export orders. The lack of capital, difficulty in accessing capital due to high interest rate pressure, increased volatility of foreign currency exchange rate, and increased cost of input materials still happen, while most enterprises are facing difficulties due to fighting against and affected by the Covid-19 pandemic over the past 2 years. The decline of the global demand is a troublesome factor and a big challenge for Vietnam's exports in general and Binh Duong province in particular.
Efforts to overcome difficulties
With the resolute direction and administration of Provincial People's Committee, the provincial socio-economic situation, national defense and security in February 2023 continued to show signs of improvement, some indicators gained growth compared to January. Specifically, the Index of Industrial Production (IIP) is estimated to increase by 23.3% over the previous month and by 18.3% over the same period in 2022. Imports were estimated at US$2.35 billion, up 1.6% from the previous month and up 69% year-on-year.
Public investment capital in 2023 (as of February 15th) reached a total disbursed value of more than VND577 billion. Total budget revenue in February is estimated at 4,100 billion VND, accumulated in 2 VND11,800 billion. Social security, labor and employment continued to be performed effectively, and activities to take care of and support people’s material and mental lives were well carried out. Political security situation was guaranteed, social order and safety were stable. The meeting also discussed and proposed many solutions to solve difficulties and obstacles for production business activities of enterprises and set out key tasks in the coming time. Continue to develop a five-year land use plan (2021-2025) of the province and a plan to exploit revenue from the land fund. Urgently complete the provincial planning for the 2021-2030 period, with a vision for 2050; adjust the district general plannings, adjust the maximum building height in urban area of Thu Dau Mot city. Concluding the meeting, Chairman of Provincial People's Committee asked departments, branches and localities to focus on implementing key tasks and solutions in March 2023. In particular, continue to remove difficulties for investors and businesses by shortening the resolving time of administrative procedures, reducing inspection; to advise Standing Committee of Provincial Party Committee on action plans to implement Decree 24 of the Politburo on socio-economic development, defense and security in the Southeast region until 2030, with a vision for 2045; accelerate the progress of provincial planning for 2021-2030 period, with a vision for 2050, linking the province's central development orientation with the planning. The Chairman ordered leaders of departments, branches and localities to contribute opinions on the draft directive on the implementation of public investment plan 2023 to accelerate the progress from the first months of the year.
From February 1 to February 15th 2023, the province attracted 185 businesses registering for new business, 2.5 times higher than the same period last year, with a total registered capital of more than VND884 billion, a triple increase over the same period last year; 37 enterprises adjusted capital, a double increase over the same period last year, with a total adjusted capital of more than VND1,283 billion, increasing 4.9 times over the same period last year. Up to now, the province has 4,088 foreign direct investment projects with a total capital of $39.7 billion.
