Building up grassroots security and order protection force to meet requirements in new context

Early July 1, Binh Duong, along with other localities across the country, solemnly organized ceremonies to launch grassroots-level security-order protection forces in 9 districts and cities. Following the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level on July 1, Binh Duong has established 587 order and secuirity protection groups with over 4,000 participants.

Tan Uyen city was chosen by the Ministry of Public Security and Binh Duong province as the focal point for the launch ceremony. The event was attended by Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation; Nguyen Minh Triet, Secretary of the Youth Union Central Committee, President of the Vietnam Student Association; Major General Nguyen Trong Nghia, Deputy Director of the Department V06 under the Ministry of Public Security; Vo Van Minh, Chairman of provincial People's Committee and leaders of relevant units.

In his speech, Nguyen Van Minh, Chairman of provincial People's Committee urged all-level authorities, sectors and provincial Police Agency to focus on key tasks such as thoroughly and effectively implementing the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level and its guiding documents; ensuring conditions for grassroots security forces to fulfill their tasks, especially in terms of infrastructure, support policies, equipment and tools as stipulated by the resolution provincial People's Council.

He also requested all-level police agencies to pay attention to training and enhancing political, legal and professional awareness for grassroots security forces; regularly supervise, guide, check professional activities; effectively mobilize resources and create favorable conditions to support these forces in accomplishing their assigned tasks.

To date, Tan Uyen city has established 70 order and security units in 60 wards and 10 hamlets, ensuring 100% of the maximum recruitment level with a total of 590 members.

*At the launch ceremony in Thu Dau Mot city, Nguyen Hoang Thao, Permanent Deputy Secretary of provincial Party Committee emphasized that members should immediately identify their functions and tasks to correctly perform their roles in the field. The local police should inform of these forces to people so that they know and support for them to well fulfill their tasks.

He also directed provincial Police Agencies at all levels to regularly organize training sessions on law, professional skills and common grassroots situations to enhance legal knowledge and situation-handling skills among these forces, ensuring that they effectively collaborate with police forces to maintain the local order and security situation.

The Law on Forces Participating in the Protection of Security and Order at the Grassroots Level officially took effect from July 1, 2024. It provides a comprehensive legal framework for managing and using these forces to support grassroots-level public security forces, consolidating and maintaining these forces; contributes to streamlining and refining the organizational structure, functions, tasks, powers, and inter-agency cooperation of each grassroots unit; and promptly meets the requirements for maintaining order and security in the new situation. The law comprises 5 chapters and 33 articles, detailing the position, functions, tasks, organizational principles, activities, inter-agency relations, force building, operational conditions, and responsibilities of agencies and organizations towards grassroots-level order and security protection forces.

On July 1, provincial leaders, including  Nguyen Van Loc, Member of provincial Party Standing Committee, Chairman of provincial People's Council;  Vo Van Ba, Member of provincial Party Standing Committee, Head of provincial Internal Affairs Committee;  Nguyen Minh Thuy, Member of provincial Party Standing Committee, Head of provincial Party Committee’s Organization Commission; Bui Thanh Nhan, Member of provincial Party Standing Committee, Head of provincial Party Committee’s Mass Mobilization Commission; Nguyen Loc Ha, Member of provincial Party Standing Committee, Vice-Chairman of provincial People's Committee; Ho Quang Diep, Member of provincial Party Standing Committee, Secretary of Di An city’s Party Committee, attended the launch ceremonies of grassroots-level security and order protection forces in localities, namely Ben Cat city, North Tan Uyen district, Dau Tieng district, Bau Bang district, Phu Giao district, Thuan An city and Di An city.
