Capital construction in the face of lacking fund

As of August the funding for capital construction in Di An Town has been approximately complete at 80% of the year’s plan. However, in the face of troubling budget collection, the effective disbursement has been facing major pressure in balancing and allocating capital constructions in Di An Town.Funding thirst!In the 8 months of the year, totally VND 231.684 billion has been paid out from the budget of the town or 78,85% of the year’s plan as stated by Project Management Board of Di An Town. Ly Thuong Kiet Elementary School in Di An Town is newly constructed and put into use. Photo by A. Sang Of the disbursement, lottery collection has paid VND 82.68 billion. The town-managed fund has been extracted VND 149.004 billion. Evaluating the funding of capital construction, Deputy Chair of Di An Town People’s Committee, Mr. Nguyen Van Nghia asserted that the results were a breakthrough for the highest paying amount through years for capital constructions.However, beside the positive factors, the above results should raised up pressure for fund disbursement in the last 5 months of the year when the budget collection has been generally facing difficulties.Deputy Chair of Di An Town People’s Committee, Mr. Nguyen Van Nghia said that his locality has been facing an unbalanced amount of about VND 140 billion. So as to resolve the problems of funding thirst, Mr. Nghia said that the local People’s Committee, before hand, shall seek out methods to regulate the funding or request for temporary allocation from Provincial People’s Committee. Besides, the local People’s Committee shall conduct reviews of the funding sources in 2013 as well as collection and payments, especially, the tax payments from enterprises that have been allocated to localities. On that basis, allocation plans shall be adjusted and arranged.Di An Town People’s Committee shall also review each project to resolve paradox of funding.No more higher estimationAnother pressure is the sustaining estimation of emerged fundings, especially in capital constructions of Di An Town from now to the year’s end.Despite high ratio of disbursement completion, the progress of capital constructions are relatively slow. Namely, the construction of drainage from Chieu Lieu crossroad to Tru bridge, the construction of road from Group 12-13 of Dong A Hamlet in Dong Hoa Ward, the upgrade and expansion of Tan Quy Temple road, inter-district road to Ma 35 road in Tan Binh Ward, etc. have been very slow, affecting not only livehood but also the estimation of the project costs.According to Deputy Chair of Di An Town People’s Committee, Mr. Nguyen Van Nghia has demanded localities not to increase the estimation of the funding for the capital constructions. Thus, Mr. Nghia demanded Di An Town Project Management Board to tighten up the consultancy, bidding, and construction, etc. Besides, to ensure progress of the constructions, the Management Board should focus on management and promotion of contractors to boost up the projects. The site clearance and compensation should be faster and more determined to speed up the projects which require at least 70% of site cleared to start up.As for new capital constructions, the town shall stay close to the estimation and plans despite the current drawbacks of funding.Nghia stressed on upgrading and building new schools to service the new school year.Reported by Thanh Son – Translated by Vi Bao
