Create a new development space for logistics

Propose Ring Line 5

To prepare for a new journey, Binh Duong has been timely supplementing policies to develop service industries and infrastructure such as traffic, commerce, information technology, and finance, especially for logistics industry promoting fast and sustainable growth towards international integration. Through the development process, Binh Duong initially accumulated a synchronous urban and traffic technical infrastructure. A special thing is that these roads were completed by mobilizing resources, attracting investment in developing industrial infrastructure from the province's leading enterprises, effectively contributing to sharing the budget burden.

“Regarding the tasks and solutions to improve infrastructure and urban areas, Resolution 24 of the Politburo determines it is necessary to form an industrial, urban, service and logistics belt along the Ring Road 3, Ring Road 4, and regional highways. We have now planned areas for urban development and industrial development along the belt-highway routes. That will create a new development space with plenty of room to carry out economic restructuring, relocate businesses in urban areas that are no longer suitable for planning, and at the same time generate a large income from the land fund to reinvest in development,” said Mr. Vo Van Minh.

Recognizing that importance, Binh Duong has a policy and determination to carry out the clearance work according to the planning of Ring Road 3, Ring Road 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh highways passing in 2023-2025 and arterial roads connecting Tay Ninh, Dong Nai and Binh Phuoc provinces. The Chairman of Provincial People's Committee said that according to the planning consultant’s research and proposal for Binh Duong province in 2021-2030 period, with a vision to 2050, the Ho Chi Minh City area needs an additional Ring Road 5 to meet development requirements in the next stage.

Besides, Binh Duong has also been expanding the transport corridor to the north, along Ring Road 4, around Tan Uyen, Bien Hoa, and then connected to Bien Hoa - Vung Tau expressway, compensating for a missing part from Tan Uyen to Bien Hoa. Industrial transport flows will follow highways, national highways, and avenues, turning into Ring 4 to provide resources for the Southeast economic axis, replacing transport flows that have previously followed Ring Road 2 and Ring Road 3.

This stretch means shifting the provincial urban center to the north (Binh Duong new city), shifting industrial transport flows to Ring Road 4 and Ring Road 5, shifting industrial and logistics space province to the northeast (Bau Bang, Bac Tan Uyen). From there, the radial transport flows into Ho Chi Minh City will mostly be for people and commerce, which is a condition for Thuan An and Di An to restructure towards commerce, services, finance, knowledge, contributing to the formation of the "development sub-region" as determined by the Resolution No. 24-NQ/TW of the Politburo.

Need a new mechanism

Binh Duong hopes that the Central Government will soon issue supporting mechanisms and policies for this region to complete multi-modal connections, including road, waterway, and railway to transport goods and passengers. Priority is given to new connections by urban railway with routes from Binh Duong to Ho Chi Minh City by extending the central railway network to the region. Thereby expanding the development of human resources, commercial services, tourism, science and technology to develop Binh Duong into a leading satellite in innovation of the Southeast region and the whole country. 

According to Assoc. Prof. Dr. Ho Thi Thu Hoa, Director of the Vietnam Logistics Research and Development Institute, the development of logistics development strategies and planning for Binh Duong must be associated with economic and national planning, avoiding discrete planning lacks connectivity. In addition, with the increasing demand for logistics services according to the scale of development of industrial parks in the province and neighboring economic regions, this expert said that Binh Duong needs to invest in, renovate, and expand logistics infrastructure, such as ports, roads, warehouses, railway stations etc. to meet future development needs.

Assoc. Prof. Dr. Ho Thi Thu Hoa also said that in order to sustainably develop the logistics system towards international integration, the province needs to determine logistics thinking in the planning stage of socio-economic development guidelines and policies in the integration period. In particular, logistics needs to be understood more broadly and fully instead of just transportation or a mere forwarding service. In addition, the logistics industry needs to be heavily invested, especially in the aspect of "digitization" to be able to respond and adapt to the market context, to maximize support for development.
