Continuing to innovate strongly and overall on all areas; focusing on rapid and sustainable economic development; boosting shift of economic and labor structure according to priority for industrial-service development and urbanization; properly investing in urban agricultural development, hi-tech agriculture and building new rural areas… are the crucial goals that the provincial party committee will focus in the 2011-2015 tenure.

In terms of industrial field, the local administration will focus on launching detailed planning and investing in technical infrastructure synchronously and modernly at industrial parks, boosting marketing for hi-tech industrial areas to raise quality and competition in the int’l integration process. Besides, the local authority will concentrate on encourage and support local businesses to innovate technology; pay attention to developing auxiliary industry in a bid to raise value and efficiency of production and business; launch ratified industrial compounds and support for small and medium companies and cooperatives, generating strong change of quality in the industrial field.

As for service, the province will continue expanding and developing services such as telecom, finance, bank, import-export, trade, transport, tourism, real estate business, consultancy and so on. Besides, the locality will gradually build trade-finance centers in combination with building administrative hub and new urban areas; upgrade and newly invest in trade areas and rural markets in attachment to development of industrial parks and urban residential areas; encourage local businesses to produce goods for export and to generate products in replacement for imported goods; map out targets to step up trade promotion and expand export markets; strive to reach an export turnover of about US$20bil by 2015.

For rural agricultural field, the local administration will continue extending the 10th Party Central Committee’s Executive Board’s resolution on agriculture, rural area and farmer; encouraging businesses, cooperatives, households to develop hi-tech and urban agriculture in combination with breeding and planting high value products; supporting farmers to invest in plants with high values; developing eco-tourism along Sai Gon and Dong Nai Rivers; creating network of agricultural services with high value; encouraging businesses to produce agricultural and food products in a bid to enhance value and efficiency of agricultural production. Moreover, the province will actively conduct measures against epidemics on plants and species; build new rural areas and agricultural production areas to improve the public’s living standard.

In terms of investment attraction, the locality will offer favorable conditions for businesses, agencies to lure big economic groups; pay attention to appeal investments in fields of trade, service, auxiliary industry, hi-tech areas and encourage businesses to invest in industrial parks and compounds.

As for education and training, the locality will allocate land fund and capital source to develop schooling network in an attempt to meet local students’ learning demand; strive to reach 50-60% of schools getting the national standards by 2015; improve training quality and increase the university passing rate of students; make greater efforts to reach 100% of teachers at all levels winning standards…
