Determination to fulfill dual target

To stay focused on budget collection measures

Explaining at the meeting, Chairman of Binh Duong provincial People's Committee Nguyen Hoang Thao said that in the context of the impact of the epidemic, economic growth was lower than in 2019, production and business of enterprises were facing difficulties, some revenue sources declined, policies to support businesses have been implemented.  At the same time, the implementation of import tax incentives for a number of goods had led to difficulties in budget revenues from production, business, and import and export activities. After the reassessment of revenue sources by the end of November 2020, the budget revenue for the whole year is estimated to be at VND 60,500 billion, an increase of 2% compared to 2019, meeting 97% of the estimation of Binh Duong provincial People's Council.  Although it is not compared with the assigned estimate, this is a positive result in difficult conditions and a bright development in comparison with the situation of budget revenues and expenditures in the southern key economic region and with the whole nation.

The epidemic disease situation is forecasted to be complicated in 2021 and the economy is still in difficulties. Binh Duong provincial People's Committee continues to strictly control budget revenues and expenditures; to focus on drastically direction of the collection management; to combat tax loss and tax evasion; to reduce tax debt ratio; to expand the deployment of electronic invoices; to reform and modernize of the system of tax agencies, customs and State treasuries; to spend the budget economically and effectively; and to strive to complete the estimation assigned by the Prime Minister and Binh Duong provincial People's Council.

Attention to environment and flooding resolutions

In order to limit the possibility of polluting water sources, many years ago, the Provincial People's Committee issued regulations to limit the investment attraction of industries at risk of pollution as well as the list of water sources that must be set up with a protection corridor. At the same time, radical solutions have been implemented to control pollution, so waste sources have been identified and to be gradually controlled, localized, and identified pollution sources when a phenomenon arises.

For the time to come, in addition to the construction and implementation of the environmental protection plan for 2021-2025, the province will continue to implement the policy of converting functions amd relocating production facilities that are interwoven in the urban area of towns and people entering industrial zones and clusters;  to build domestic wastewater treatment plants for urban and concentrated residential areas in Tan Uyen town, Ben Cat town; to coordinate with Ho Chi Minh city and Dong Nai province to set up plans for treating related drainage routes.

As voters expressed their worries about the inundation situation, the Chairman of Binh Duong provincial People's Committee said that as of December 2020, there are 60 points of flooding in the province that need treatment, a decrease of 55 points compared to the beginning of the year.  In which, the area of ​​Thuan An city, Di An city and Ben Cat town still have many flooded points.  Flooding points have been programmed, planned, and prioritized to be allocated with capital resources to solve, but some flooded points are due to problems in site clearance and difficulties in funding to implement projects to serve synchronous drainage for the whole area and drainage solutions for projects of design consultants that have not brought about high efficiency.

Recognizing the urgent problem, in October 2020, the Standing Committee of Binh Duong provincial Party Committee held a seminar to listen to and give opinions on solving it.  Thereby, the province has proposed many radical solutions, long-term works and other propaganda solutions  in the immediate future to focus on the maintenance and dredging of canals and drainage systems in the areas of severe flooding levels such as Cong crossway, Ong Danh bridge canal, Cai stream, Bung Cu stream, Binh Hoa drainage canals, tidal sluices and ring dikes.

At this meeting, Binh Duong provincial People's Committee also submitted to Binh Duong provincial People's Council request for decision on the investment policy of dredging and reinforcing Cai stream from the Tho Ut bridge to Dong Nai river. It is expected that the project will last for 6 years with a capital of about VND 5,000 billion. When completed, it will solve the flooding and drainage situation for 15 communes and wards in Bac Tan Uyen district, Tan Uyen town,  Thu Dau Mot city, and Thuan An city, contributing to environmental improvement, urban embellishment, and regional traffic development.

Dual target well followed

The Chairman of the Provincial People's Committee also explained and clarified more fields of planning, construction, prevention and control of the Covid-19 epidemic, culture, society, and administrative reforms, and the use of information technology.  At the same time, he presented more about a number of key tasks and solutions in 2021. The Chairman of Binh Duong provincial People's Committee said that in 2021, Binh Duong provincial People's Committee continued to focus on effective implementation of "dual target" of both preventing epidemics and protecting health  healthy people and recovering and developing socio-economic status in a new normal state in a manner of absolutely no subjective, indifferent, off guard to prevent epidemics from happening and spreading in the area.  All levels and branches pay special attention to the organization of receiving and isolating entering people.  Along with that, all levels and branches focus on solving difficulties and problems while speeding up the implementation of compensation, site clearance and construction of works and projects in the province, especially, the key works and projects that create momentum for the new term and projects in the transport sector.  In the immediate future, branches and localities will implement solutions to regulate and divide reasonable flows at intersections that congestion often occurs. Working with neighboring provinces and cities to coordinate uniformly solving problems related to traffic and drainage works is organized to synchronously implement tasks and solutions to improve competitiveness and the investment environment and to promote activities to attract new investment capital in combination with solutions to facilitate investors benefited from quick disbursement of registered capital to expand investment and business activities.

Chairman of Binh Duong provincial People's Committee emphasized that it is necessary to focus on well implementation of policies to ensure social security while paying great attention to the poor, the nearly-poor, the low-income and disadvantaged households; to continue to support the settlement of difficulties for people and workers affected by the Covid-19 epidemic. Solutions to improve the efficiency of exploitation and use of cultural and sport institutions are continued. Along with that the shortage of drugs and medical equipment should be quickly resolved with striving efforts to put into use the 1,500-bed general hospital and the plan to use the old provincial general hospital and receive newly invested medical examination and treatment facilities. Telecommunications and technology companies and groups are called to participate in proposing and implementing contents for the Binh Duong Smart City project. Solutions to promote comprehensive digital transformation in enterprises associated with the implementation of an e-government architectural framework towards digital government and the digital economy should be resolved.

Along with the mentioned solutions, the Chairman of Binh Duong provincial People's Committee noted of the review and completion of mechanisms, policies, and enhancement of the development of legal documents. The organizational structure and streamline of staffs towards effective and efficient operation of the government apparatus at all levels from the province to the grassroots and the promotion of roles and responsibilities of the leaders should be consolidated.  Administrative procedure reform should be more substantive to reduce costs and inconveniences for people and businesses.  The election of deputies to the 15th National Assembly and People's Council deputies at all levels for 2021-2026 in accordance with the guiding spirit of the Central Government should be successfully organized.  At the same time, the work of grasping the situation to promptly implement measures to combat crimes, ensuring and maintaining political security, social order and safety, especially during the 13th National Congress of the Party,  before, during and after Lunar New Year 2021 and the election of National Assembly deputies and People's Council deputies at all levels should be intensified.

From now until Lunar New Year 2021, all branches and levels in the province need to focus on well implementation of regimes and policies for policy beneficiaries, people with meritorious services, the poor and support for difficult subjects and workers should be ensured with completion before lunar December 15.  At the same time, localities should focus on preparing and well implementing the task of recruiting and calling citizens to enlist in the army in 2021, ensuring well completion of the assigned targets.
