Di An City removes difficulties and promotes public investment

According to assessment of People's Committee of Di An City, the disbursement progress of public investment projects in the first months of the year in the city is expected to be slow. To ensure completion of the public investment capital plan in 2024, the city asks relevant units to coordinate closely and promptly resolve difficulties and obstacles in compensation, site clearance, and immediately speed up construction progress.

Capital disbursement is still low

From the beginning of 2024 to March 12, the disbursement volume of public investment capital reached 4.76% of the assigned plan. In particular, the concentrated provincial budget capital includes 8 projects with a total allocated capital of 287.9 billion VND; Lottery capital includes 10 projects with a total allocated capital of 99.4 billion VND, so far disbursement has reached 18.62% of the plan; Provincial capital support for district level includes 2 projects with a total allocated capital of 81.6 billion VND; Decentralized capital according to criteria includes 38 projects with a total allocated capital of 258.5 billion VND, so far the disbursement volume has reached 6.24% of the plan.

Currently, the city has 12 projects under construction from decentralized capital according to criteria. Accordingly, the project to upgrade and expand To Vinh Dien street started on December 26, 2023, and the construction unit is currently cleaning up the site. The project to upgrade and expand roads D5 and D8 (Binh An ward) started on December 14, 2023, with prefabricated structures being constructed. The investment project to complete Lo O stream infrastructure has a total volume of about 70% and is facing land problems... The remaining 6 projects are expected to start new construction in 2024 such as building the T4 canal road; renovating and repairing sidewalks on Nguyen An Ninh street...

At a recent working session to speed up the progress of public investment projects in the city, Vo Trong Tai, Vice Chairman of Di An City People's Committee, said that according to the plan in 2024, in the second quarter, the city must reach 30% of the public investment plan. However, the city's disbursement progress for projects in the first months is expected to be slow, due to the current use of advance capital from the previous year and the Lunar New Year holiday. Tai ordered localities and units to coordinate closely and promptly resolve difficulties and obstacles, drastically speed up the progress of projects, and be determined to complete the public investment plan in 2024.

Accelerate site clearance progress

In 2024, the City Land Fund Development Center will monitor and carry out compensation and site clearance for 46 projects. Up to now, 25 projects have finished handing over the sites but still have to be monitored and handle backlogs; 2 projects temporarily suspended compensation and site clearance, but still monitored the investors to supplement legal documents according to regulations; 19 projects are carrying out compensation and site clearance steps according to the procedures.

The project to upgrade and expand To Vinh Dien street is one of the projects with investment capital from the city and is currently carrying out site clearance compensation. This project has a length of 993.45m; total number of affected cases establishing compensation records is 188 cases. Currently, the city has applied the price for approval of compensation documents for 176 cases. Households handing over lands reached a rate of 5.03% (as of March 12). In 2024, the planned capital for the project is 20.2 billion VND. In compensation and site clearance, this project is currently entangled with 170 cases.

Vo Trong Tai, Vice Chairman of Di An City People's Committee: “Localities and units must coordinate closely and promptly resolve difficulties and obstacles in compensation and site clearance, speed up construction progress and capital disbursement progress. In addition, the city ordered relevant units to urgently strengthen the site clearance team and assistance team, regularly update working progress, report weekly, monthly, quarterly, and at the same time localities need to proactively handle problems."

Nguyen Tan Thao, Director of Di An City Land Fund Development Center, said that of the 170 cases mentioned above, 77 cases have been approved and paid 100% of compensation and support for land and assets attached to land and assets under land use right certificate of the household currently using. “In case Provincial People's Committee and Department of Natural Resources and Environment have a unanimous opinion on the proposal to take the existing road surface of the entire route as 7m, the area after 7m will be considered to establish a compensation and support dossier (land agriculture) for land eligible for compensation. The Center continues to coordinate with relevant branches to advise the Compensation Council and the City People's Committee to resolve the issues according to order and authority," said Thao.

For the project of upgrading and expanding roads D5 and D8, the total number of cases affected by the project is about 71 cases, the total area of land recovered is 14,719.2 m. The City People's Committee has approved compensation documents in 10 installments for 118 documents with an amount of 102.533 billion VND. Up to now, the center has received construction sites at a rate of 80.8%.

Nguyen Tan Thao, Director of Di An City Land Fund Development Center, said that in the coming time, the center will continue to coordinate closely with Land Registration Office Branch, the City Construction Investment Project Management Board, relevant departments, People's Committees of wards where construction works are having problems with compensation and clearance to promptly resolve problems and speed up the progress of compensation and site clearance.
