In 2023, despite numerous difficulties and challenges, Di An city with proactive leadership, guidance, and management from the Party Committee and authorities at all levels has made efforts to fulfill the main objectives and tasks set out by the CPV resolutions.

Overcoming obstacles to accomplish the missions

In 2023, there were numerous difficulties and challenges due to the impact of the global economy. However, the Party, the government, and the people of Di An city have demonstrated unity, responsibility, and effective leadership in carrying out the tasks of economic and social development. They have also maintained political stability, ensuring public order and safety within the area. The Standing Committee of the city Party Committee has concentrated its leadership on the Party, authorities, national fronts, and political-social organizations from the city to the grassroots level to implement the tasks set out in resolutions, programs, and plans.

Specifically, the city People's Committee has focused on flexible leadership, effective management, and resolute direction for various sectors and wards to implement the resolutions, tasks, and targets for 2023. Notably, the total budget revenue of Di An city has reached 100% of the provincial People's Committee's allocation and the resolution of the city People's Council; resources have been concentrated to implement Project 06 on the development of population data application, identification codes, and electronic authentication. The field of education and training has achieved positive results, with a graduation rate of 99.73% at all levels of education, an increase compared to the previous academic year; traffic accidents have decreased across all three criteria.

In the year, the work of building the Party and the political system in the area of Di An city has been actively implemented and achieved positive results. Specifically, the Standing Committee of the Municipal Party Committee has implemented and carried out the resolutions, conclusions, and directives of the Central Committee and the provincial Party Committee. The Party committees, agencies, and units have organized the implementation of Resolution No. 10-NQ/TU dated July 5, 2023, by the provincial Party Executive Committee on continuing to streamline the organizational apparatus, ensuring effective and efficient operations. At the same time, they regularly grasp the situation at the grassroots level, urge Party organizations at the grassroots level to effectively implement plans to improve the quality of Party cell activities, recruit new Party members, and enhance the quality and effectiveness of inspection and supervision. In 2023, the entire Party organization of the city successfully recruited 170 new Party members, reaching 103.66% of the target, and established 1 new grassroots Party cell under the city Party Committee. Up to now, the city has a total of 50 Party organizations under the city Party Committee, including 11 Party units and 39 grassroots Party cells, with a total of 5,947 CPV members.

Concentrated measures

2024 will be the fourth year of implementing the Resolution of the 12th Party Congress of the city, the Resolution of the 11th Party Congress of the province, and the Resolution of the 13th National Party Congress. The Executive Committee of the Party Committee of Di An City has assessed that in the context of continued economic challenges and difficulties, the entire political system, from the city to the grassroots level, needs to concentrate on implementing effective solutions to successfully achieve the resolutions set for 2024. At the same time, it is necessary to fulfill the targets of the Party Congress Resolution in order to lay the groundwork for the 13th Party Congress of the city, for 2025-2030 tenure.

Accordingly, the Party committees, authorities, agencies, units, and localities will focus on reviewing and evaluating the results of the implementation of tasks by each unit in the past period. From there, they will develop fundamental solutions and concentrate on achieving the objectives and plans set out in the resolution for 2024 and the term resolution for 2020-2025. At the same time, they will proactively, flexibly, and promptly coordinate effectively, harmoniously, and closely with departments and sectors in implementing the opinions and directives of the Provincial Party Committee and the Provincial People's Committee; thereon, the difficulties and obstacles in implementing the local political tasks are timely resolved.

Furthermore, Di An city continues to focus on implementing urban planning in accordance with Resolution 35-NQ/TU dated December 24, 2014 of the Municipal Party Committee for appropriate cases in the urban development and planning of the city during 2021-2030 and the vision until 2050. The authority's focus is to prioritize resources in order to achieve important targets in digital transformation and the application of information technology in the operations of state agencies. This includes the development of digital governance, digital economy, digital society, digital citizenship, and ensuring cybersecurity. It aims to create conditions and foundations to accelerate digital transformation in the new phase.

The city has also implemented and put into operation the Smart City Operations Center (IOC); effectively implemented the National Digital Transformation Initiative for Population Data, Identification, and Electronic Authentication Applications for 2022-2025, with a vision towards 2030; plans, propaganda programs, and organized activities are developed to celebrate the 25th anniversary of the reestablishment of Di An district, now known as Di An city, with the theme of "Di An City: one-fourth century of aspirations, construction, and development."
