Efforts to achieve the goal of building new model rural areas

To perform the new rural construction program, up to now, the face of rural areas in the province has changed a lot, people’s lives have also been significantly improved. The province determines that the new rural construction is a task with no end, hence the development of new model rural areas is the goal of many new-rural communes today.

The Prime Minister has issued Decision No. 319 / QD-TTg specifying new model rural communes in the period 2021-2025. A new provision of a new model rural commune in this period is to have at least one smart village. Based on the criteria and targets of the above-mentioned criteria, provinces and centrally-run cities, including Binh Duong, will focus on implementing the construction of new model rural communes in the period 2021-2025.

According to regulations, a new model rural commune in the period 2021-2025 is a commune meeting the advanced new rural standards in the period 2021-2025. For communes that were recognized to meet the advanced new rural standards in the period 2018-2020, it is necessary to focus on review, direct the implementation and fully meet the standards required by the National Set of Criteria for Advanced New Rural Communes in the period 2021-2025. The per capita income of the commune at the time of consideration and recognition of new model rural commune must be 10% or higher than the per capita income as prescribed for an advanced new rural commune at the same time. The commune must have at least one smart village specified by province-level People's Committee. Meeting the criteria for new model rural communes in at least one of the most prominent fields (in terms of production, education, culture, tourism, environment, landscape, security and order, digital transformation...), carries the characteristic value of its locality, issued by province-level People's Committee.

In particular, the latest point of new model rural communes in the period 2021-2025 is to have at least one model of smart village specified by province-level People's Committee. According to the Central Coordination Office for New Rural Construction, bringing digital transformation into agriculture in general and new rural construction in particular is the policy of the Government, the Ministry of Agriculture and Rural Development throughout the years of implementing the National Target Program on New Rural Construction. Identifying this issue, the Central Coordination Office for New Rural Construction has stepped up the implementation of digital transformation project in new rural construction, turn towards smart new rural construction in the period 2021-2025. Smart new rural construction is applying digital technology into life in rural areas in order to gradually narrow the rural-urban gap. The project develops four specific objectives until 2025, including: Building digital government, digital economy, digital society and a national set of criteria on smart new rural construction in the period 2026-2030.

The digital transformation project in new rural construction, smart new rural construction in 2021-2025 sets the goal: district-level units to complete digital transformation in administration, supervision and evaluation in OCOP product classification; apply e-commerce to OCOP products; perfect the application of information technology and digital transformation in online management of community tourism; complete the online system for feedback on people/community’s satisfaction level with local administration; apply science and technology into agricultural production, develop high-tech agriculture, increase the value of agricultural products and expand transactions over the Internet...

To guarantee compliance with practice

The regulation on new model rural communes in the period 2021-2025 also stated that, in the process of urging and guiding localities to implement the criteria and targets of the above-mentioned set of criteria, if new problems arise, the Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with ministries and agencies, relevant localities to promptly study, review, complete and advise the Prime Minister to consider, adjust and supplement the above-mentioned set of criteria, ensure compliance with practical conditions.

Regarding advanced new rural construction, new model rural construction in Binh Duong in the new period, Pham Van Bong, Director of Provincial Department of Agriculture and Rural Development, said Binh Duong would develop a new set of criteria on the basis of the General Criteria Set of advanced new rural construction, new model rural construction in the period 2021-2025 of the Government. In particular, the criteria of environment, per capita income, smart villages... will be set by the province with high requirements in the process of implementation. On this basis, the Provincial People's Committee has issued Decision 2949 approving the plan to pilot the construction of "Smart Village" in Bach Dang commune, Tan Uyen Town in period 2020-2025.

Building a "Smart Village", creating a place to gather many ideas on current issues and needs of the community, such as: Technology, agriculture, employment, improving labor productivity for rural laborers, community cohesion, health, education, energy, waste treatment, worth-living areas, protecting the environment, green, clean... In the future, this will be a worth-living place, environmentally friendly, as well as a place to develop smart agriculture, develop ecotourism, become a green symbol of Binh Duong.

The combination of the concepts and approaches of "Smart Village" for Bach Dang commune will create a foundation for building a smart new rural commune in the coming time, in order to ensure the new rural construction tied to the process of industrial and urban development of the province is a regular and continuous process turning towards the goal of sustainable rural development, guaranteeing harmonization of socio-economic, environmental and cultural effects.

The pilot implementation of "Smart Village" in Bach Dang commune is carried out based on the set of criteria of new model rural commune, model residential area, linking technological achievements with new rural construction. The project focuses on some tasks, such as: Continuing to review and invest in completing the socio-economic infrastructure system in Bach Dang commune, synchronously connecting with Tan Uyen, Thu Dau Mot City and Bien Hoa City (Dong Nai province), guaranteeing the connection between building new rural areas and green urban development. In particular, priority is given to the application of new technologies to develop the transport system associated with the renovation of landscapes and living environment for the people; developing models of urban agriculture, high-tech agriculture, organic agriculture, associated with the construction of link chains...
