Enteprises shall be supported with customs procedures to stabilize production, said Director of Binh Duong Customs

Being present at working delegation of the province visiting, encouraging, and supporting enterprises affected by recent incidents, Mr. Nguyen Phuoc Viet Dung, Director of Binh Duong Customs had a talk with Binh Duong Newspaper reporters.Reporter: What measures has Binh Duong Customs implemented to support enterprises timely, sir? Binh Duong Customs officers support enterprises in terms of necessary procedures to stabilize production and business Mr. Nguyen Phuoc Viet Dung: As some enterprises have been stopped due to burnt out factories, machines, materials, and documents, under demands of Ministry Finance, General Department of Customs and Provincial People’s Committee, Binh Duong Provincial Customs issued Document No. 1131 directing its units to grasps up obstacles and notify that the enterprises affected by importation difficulties and data loss should contact local Customs agencies to request for supports.On May 15, Binh Duong Customs continued to issue Official Dispatch No. 1141 demanding its units to follow the direction of Provincial People’s Committee to coordinate with Binh Duong Provincial Industrial Parks Authority, Vietnam-Singapore Industrial Park Authority, and related departments and sectors to timely share and resolve obstacles for enterprises. Customs officers are required to ensure position and work not to delay customs documents of each day while cooperating with portal customs to facilitate timely exportation and importation of enterprises while establishing steering board and helping groups to support enterprises to get through and stabilize operations.After Prime Minister issued Notification No. 207 regarding the implementation of measures to support enterprises, Binh Duong Customs has detailed in Official Dispatch No. 1255 demanding its units to ensure frequent updates of guides and direction of senior units.By all means, notifications should reach enterprises frequently on Saturday and Sunday to the end of June 30 to service enterprises. The Center for Data and IT shall dispatch IT officers to support enterprises by supplying software for enterprises to make e-declaration timely.Reporter: How would local Customs support enterprises to recover as their equipment has been damaged and/or stolen?Mr. Nguyen Phuoc Viet Dung: We are working against time with Binh Duong Industrial Parks Authority to get the listing of affected enterprises to guide them how to follow forms under Telegram No. 01/TCHQ dated May 20. Based on that list, policies of government, Ministry of Finance, and General Department of Customs shall be applied, creating good conditions for enterprises to recover. Those enterprises affected by data loss should file direct requests to their managing customs.Upon receiving such request, the customs units are responsible for data recovery in cooperation with Center for Data and IT. Upon pending for data recovery, IT officers shall supply enterprises the listing of products, materials, and norms for them to continue with customs declaration.As for enterprises losing their documents, the local Customs shall implement documents duplicating for enterprises in accordance with regulations.Reporter: Do enterprises in need of importing equipment and machines to recover, are they supported, sir?Mr. Nguyen Phuoc Viet Dung: While pending for guidelines of Ministry of Finance, General Department of Customs, we temporarily apply some measures: Based on certified list of Industrial Parks Authority and local processing units stating enterprises outside industrial parks, we shall approve dossiers for liquidation without fines or administrative sanctions for deferred payments of enterprises being delayed in processing contract liquidation; as for fixed assets and imported goods being damaged or stolen, we temporarily do not collect taxes; provided that those properties were burnt, the Circular No. 237 of Ministry of Finance shall govern.As for enterprises in need of importing equipment to continue production, it is required that enterprises have commit to importation and VAT taxes if Ministry of Finance refuses to exempt and/or reduce such taxes; we, temporarily, shall carry out customs procedures without collection of importation and VAT taxes.Reporter: Thank you!Reported by Duy Chi – Translated by Vi Bao
