With the development orientation in the new period, relocating businesses in the southern region to industrial clusters in the northern provinces is very necessary. Departments, sectors, and localities are consulting on the implementation roadmap and specific preferential policies in the spirit of creating favorable conditions for businesses that need to relocate.

The driving force of policies

Mr. Nguyen Thanh Toan, Director of the Department of Industry and Trade, stated that the draft plan has developed criteria, support policies, and implemented a pilot project to convert the functions, relocate businesses outside industrial clusters in the Southern region to industrial clusters in the Northern region in the province in 2024. Subsequently, the province will develop and finalize relocation support policies, organize seminars to gather feedback on the criteria for identification and support policies. According to calculations, in the short term, the province will implement a pilot relocation of businesses (planned relocation of 5-7 businesses) and summarize, evaluate the results of the pilot implementation.

For the construction of relocation support policy groups, the proposal will have labor support policy groups and enterprise support groups. In particular, the proposal includes new policies to support enterprise relocation and functional transformation. The policy of converting land use purposes, factories, and land use in accordance with provincial planning; debt relief policy, extending the deadline for converting land use purposes; policy to support interest rates for investing in new production facilities; policy to support fees, charges for implementing administrative procedures.

For policy groups, Mr. Trinh Hoang Tuan Anh, Deputy Director of the Department of Planning and Investment, stated that when developing policies to support businesses in relocating and converting functions, specific research needs to be conducted, tailored to the locality, submitted to the People's Council for approval to apply instead of implementing policies according to existing legal regulations. Only in this way can businesses be encouraged to relocate.

Mr. Nguyen Thanh Uy, Vice Chairman of the People's Committee of Thuận An City, stated that Thuận An has established a task force to support the relocation and conversion project of businesses located outside industrial zones and clusters. “During our contact, we should do our research on what businesses care about, when and where to relocate, what support policies are, and how transformation of businesses are at hand. In addition to units violating land, serious environmental issues must cease operations, for establishments within the relocation scope need to be facilitated to operate production, business until the relocation policy is implemented,” emphasized Mr. Nguyen Thanh Uy.

On the matter of labor, Mr. Pham Van Tuyen, Deputy Director of the Department of Labor - Invalids and Social Affairs, stated that support policies for labor must go through businesses for businesses to organize recruitment themselves; designate land funds for businesses to build social housing, workers' housing... instead of preferential salary as an effective long-term approach.

Benefits proposed for early removal

In the immediate future, the orientation of industrial zones and clusters to serve relocation is industrial zones that have legal procedures, such as: Cay Truong Industrial Zone (Bau Bang district), Rạch Bắp expanded Industrial Zone and industrial clusters (Dau Tieng district, Phu Giao). The province also establishes specialized industrial clusters to serve the relocation of ceramic, wood processing factories.

Mr. Nguyen Van Thanh Huy, Deputy General Director of Becamex IDC Corporation, stated: "In formulating policies, it is necessary to identify new points to create favorable conditions for businesses. If the businesses that relocate early benefit from policies on land, infrastructure, location, technology... it will drive the businesses subject to relocation and encourage them to register for relocation to new production locations. Becamex IDC Corporation will accompany the production transformation project, prioritizing businesses relocating from the South to the North in accordance with the province's principles and policies.

Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized that over the past 30 years of promoting industrial development, Binh Duong has attracted tens of thousands of businesses from both domestic and foreign origins. However, entering a new phase, for urban development, it is essential to carry out the transformation of functions and relocate businesses outside industrial zones and clusters in southern localities to northern regions. This is crucial to address infrastructure, environmental, and livelihood issues for the residents.

Businesses that relocate are prioritized to carry out the conversion of land use purposes into commercial and service sectors, urban areas, infrastructure, based on ensuring general planning and zoning plans. Departments and localities need to pay attention to the conversion of land use purposes to commercial, service - urban areas that must be in line with the general planning. “The cadastral support policy must be linked to zoning planning, land use planning, and what type of function should be converted to a suitable type. There must be adjustments to fit the local development orientation," noted Mr. Vo Van Minh.
