The 9th Congress of Binh Duong Provincial Party Committee successfully opens up a new start for 5-year socio-economic targets after highly responsible delegates have contributed through speeches.

 

The upcoming discussion will be about ways to implement resolution proposed by the Congress rather than about the resolution itself. In President Ho Chi Minh’s point of view, before a resolution is proposed, it is free for disputes and discussion but discussion about implementation should be made after all sides have decided. By this perspective, a right policy is successful only by implementation. And thus, resolution is one thing and resolution implementation is another greater thing.

 

For the best resolution implementation, discussion about what to be done in order and working method of officials and public people to ensure that the scheme is popularized and the resolution is grasped. Accordingly, propaganda will be prioritized in all sorts of functionality, characteristics and sectors to enhance awareness, which can be a so-called group-in-leadership and individual-in-charge.

 

On the basis of functionality and duty of each organization, individual rights and characteristics of tasks, work assignments should be suitable and coordinated for practical effectiveness. Once tasks are assigned rightly to persons, leaders necessarily encourage innovative work of assigned organizations and officials and help them to accomplish the tasks.

And finally, semi-reviews and reviews are made to draw out lessons not by stating out but by analysis and information synthesis for accurate evaluation of quality that the tasks have been done. Causes and subjective reasons thereof will be good lessons to remedy problems emerged during resolution implementation.

 

No matter how the Congress’ resolution is scientifically based, without good implementation, it will fail to come into life.
